Brief specification description or basic overview of the project:This project intends to select a qualified supplier through open bidding to provide special protection forces for Caolu Town, enrich the comprehensive management and patrol forces of the city, and enhance the effectiveness of social services. (Please refer to Chapter 3 Procurement Requirements for details)

(b)Qualification requirements to be met to implement government procurement policies:(1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically aimed at purchasing from small and medium-sized enterprises, and price discounts will not be implemented for their products during evaluation. (2) Welfare units for disabled people and treat them as small and micro enterprises.

（4）具備公安部門核發(fā)的有效的《保安服務許可證》；
（5）本項目不允許轉包。
