(b)落實政府采購政策需滿足的資格要求：（1）落實預(yù)留份額措施，提高中小企業(yè)在政府采購中的份額，支持中小企業(yè)發(fā)展：本項目是專門面向中小企業(yè)采購，評審時，中小企業(yè)產(chǎn)品均不執(zhí)行價格折扣優(yōu)惠。（2）扶持監(jiān)獄企業(yè)、殘疾人福利性單位，并將其視同小微型企業(yè)；（3）優(yōu)先采購節(jié)能環(huán)保產(chǎn)品政策：在技術(shù)、服務(wù)等指標(biāo)同等條件下，對財政部財庫〔****〕**號和財政部財庫〔****〕**號文公布的節(jié)能環(huán)保產(chǎn)品品目清單中的產(chǎn)品實行優(yōu)先采購；對節(jié)能產(chǎn)品品目清單中以“★”標(biāo)注的產(chǎn)品，實行強(qiáng)制采購。供應(yīng)商須提供具有國家確定的認(rèn)證機(jī)構(gòu)出具的、處于有效期之內(nèi)的認(rèn)證證書方能享受優(yōu)先采購或強(qiáng)制采購政策。(4）購買國貨政策：本項目不接受進(jìn)口產(chǎn)品。

(2) Support prison enterprises and welfare units for people with disabilities, and treat them as small and micro enterprises; (3) Priority Procurement Policy for Energy saving and Environmental Protection Products: Under equal conditions in terms of technology, services, and other indicators, priority procurement will be given to products listed in the Energy saving and Environmental Protection Product Item List published by the Ministry of Finance in document Caiku [****] No. ** and Caiku [****] No. **; (4) Purchase policy for domestic products: This project does not accept imported products.
(c)本項目的特定資格要求：（1）具有水利水電工程施工總承包三級及其以上資質(zhì)，且具備有效的安全生產(chǎn)許可證；
（2）供應(yīng)商擬派項目經(jīng)理具有水利水電工程專業(yè)注冊建造師二級及其以上資格，具備有效的安全生產(chǎn)考核合格證書，該項目負(fù)責(zé)人以在上海市建筑建材業(yè)網(wǎng)站上查詢?yōu)闇?zhǔn)；
（3）本項目僅面向中小企業(yè)（含中型、小型、微型企業(yè)）采購。
（4）符合《關(guān)于對接國際高標(biāo)準(zhǔn)經(jīng)貿(mào)規(guī)則推進(jìn)試點(diǎn)地區(qū)政府采購改革的指導(dǎo)意見》（滬財采〔****〕**號）第**條規(guī)定的供應(yīng)商，不得參加本項目的采購活動。
(c)Specific qualification requirements for this program:(1) Having a third level or higher qualification for general contracting of water conservancy and hydropower engineering construction, and possessing a valid safety production license; (2) The supplier intends to dispatch a project manager with a registered construction engineer qualification of Level 2 or above in the field of water conservancy and hydropower engineering, and a valid safety production assessment certificate. The project leader shall be based on the information available on the Shanghai Building Materials Industry website; (3) This project is only available for procurement to small and medium-sized enterprises (including medium, small, and micro enterprises). (4) Suppliers who comply with Article ** of the Guiding Opinions on Promoting Government Procurement Reform in Pilot Areas in Connection with International High Standard Economic and Trade Rules (Hu Cai Cai Cai [****] No. **) are not allowed to participate in the procurement activities of this project.
