簡要規(guī)格描述或項目基本概況介紹、用途：本項目擬通過公開招標的方式選擇一家具有資質的供應商，全面加強上鋼新村街道老城區(qū)范圍內的社會、市容環(huán)境防控能力。主要內容包括協(xié)助管理上鋼新村街道老城區(qū)范圍內“六亂”等現(xiàn)象、開展聯(lián)勤巡查、聯(lián)合整治、處理責任網格內突發(fā)、疑難事件、協(xié)助交警部門進行交通整治、檢查河道沿岸有無新增“五違”現(xiàn)象及時取證上報、對河道沿岸及園區(qū)旁亂搭亂建、亂晾曬現(xiàn)象、設攤占道等行為進行教育和勸阻和上級交辦的其他事項等。（具體內容及要求詳見招標文件第三章—服務需求書。）
Brief specification description or basic overview of the project:This project intends to select a qualified supplier through public bidding to comprehensively enhance the social and urban appearance and environmental prevention and control capabilities within the old urban area of Shanggang Xincun Sub-district. The main contents include assisting in the management of the "six disorders" and other phenomena within the old urban area of Shanggang Xincun Sub-district. For details, please refer to the procurement documents.
合同履約期限：****年9月至次年8月。

(a)滿足《中華人民共和國政府采購法》第二十二條規(guī)定；
(a)Meet the provisions of Article ** of the "Government Procurement Law of the People's Republic of China";
(b)落實政府采購政策需滿足的資格要求：（1）落實預留份額措施，提高中小企業(yè)在政府采購中的份額，扶持中小企業(yè)政策：本項目是專門面向中小企業(yè)采購，評審時中小企業(yè)均不執(zhí)行價格扣除優(yōu)惠；（2）殘疾人福利性單位，并將其視同小微型企業(yè)。
(b)Qualification requirements to be met to implement government procurement policies:(1) Implement the reserved share measures, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically for procurement from small and medium-sized enterprises. During the evaluation, no price deduction benefits will be implemented for small and medium-sized enterprises. (2) Welfare units for the disabled, and they are regarded as small and micro enterprises.
(c)本項目的特定資格要求：1、未被“信用中國”（www.creditchina.gov.cn）、中國政府采購網（www.ccgp.gov.cn）列入失信被執(zhí)行人、重大稅收違法失信主體、政府采購嚴重違法失信行為記錄名單；
2、須系我國境內依法設立的法人或非法人組織；
3、本項目不允許轉包。
4、具備省市級公安部門核發(fā)的有效的《保安服務許可證》。
(c)Specific qualification requirements for this program:1. Not listed as a dishonest executive, a major tax violation and dishonest entity, or a record of serious illegal and dishonest behavior in government procurement on the websites of "Credit China" (www.creditchina.gov.cn) and China government procurement network (www.ccgp.gov.cn); 2. It must be a legal person or unincorporated organization lawfully established within the territory of China; 3. Subcontracting is not allowed for this project. 4. Possess a valid "Security Service License" issued by the provincial or municipal public security department.
(i)符合《中華人民共和國政府采購法》第二十二條的規(guī)定；
