簡(jiǎn)要規(guī)則描述：根據(jù)市、區(qū)“五違四必”環(huán)境綜合整治要求，保障城市運(yùn)行管理，結(jié)合南匯新城鎮(zhèn)實(shí)際，采購(gòu)人通過(guò)政府購(gòu)買(mǎi)服務(wù)的方式采購(gòu)城市管理輔助力量，委托一家供應(yīng)商提供專(zhuān)業(yè)服務(wù)，主要工作內(nèi)容為：日常巡查管理、拆違管理、城市運(yùn)行管理等工作，協(xié)助南匯新城鎮(zhèn)完成各類(lèi)整治工作，提升臨港新片區(qū)生態(tài)環(huán)境質(zhì)量。
Brief Specification Description:In accordance with the municipal and district-level "Five Violations and Four Musts" comprehensive environmental rectification requirements, to ensure urban operation and management, and taking into account the actual situation of Nanhui New Town, the purchaser procures urban management assistance through government procurement of services, entrusting a supplier to provide professional services. The main work content includes daily inspection management, illegal construction demolition management, urban operation management, and assisting Nanhui New Town in completing various rectification tasks to enhance the ecological environment quality of the Lingang New Area.

(b)落實(shí)政府采購(gòu)政策需滿(mǎn)足的資格要求：（1）落實(shí)預(yù)留份額措施，提高中小企業(yè)在政府采購(gòu)中的份額，支持中小企業(yè)發(fā)展：本項(xiàng)目是專(zhuān)門(mén)面向中小企業(yè)采購(gòu)，評(píng)審時(shí)，中小企業(yè)產(chǎn)品均不執(zhí)行價(jià)格折扣優(yōu)惠。（2）扶持監(jiān)獄企業(yè)、殘疾人福利性單位，并將其視同小微型企業(yè)；（3）優(yōu)先采購(gòu)節(jié)能環(huán)保產(chǎn)品政策：在技術(shù)、服務(wù)等指標(biāo)同等條件下，對(duì)財(cái)政部財(cái)庫(kù)〔****〕**號(hào)和財(cái)政部財(cái)庫(kù)〔****〕**號(hào)文公布的節(jié)能環(huán)保產(chǎn)品品目清單中的產(chǎn)品實(shí)行優(yōu)先采購(gòu)；對(duì)節(jié)能產(chǎn)品品目清單中以“★”標(biāo)注的產(chǎn)品，實(shí)行強(qiáng)制采購(gòu)。供應(yīng)商須提供具有國(guó)家確定的認(rèn)證機(jī)構(gòu)出具的、處于有效期之內(nèi)的認(rèn)證證書(shū)方能享受優(yōu)先采購(gòu)或強(qiáng)制采購(gòu)政策。
(b)Qualification requirements to be met to implement government procurement policies:(1) Implement measures to reserve a certain share, increase the proportion of small and medium-sized enterprises (SMEs) in government procurement, and support the development of SMEs: This project is specifically targeted at SME procurement. During the evaluation process, no price discounts or concessions will be applied to SME products. (2) Support prison enterprises and welfare units for the disabled, and treat them as small and micro enterprises; (3) Priority procurement policy for energy-saving and environmentally friendly products: Under the same conditions in terms of technology, service, and other indicators, priority procurement will be given to products listed in the energy-saving and environmentally friendly product catalogues published in Ministry of Finance Cai Ku [****] No. ** and Ministry of Finance Cai Ku [****] No. ** documents; mandatory procurement will be implemented for products marked with "★" in the energy-saving product catalogue.
(c)本項(xiàng)目的特定資格要求：（1）須系我國(guó)境內(nèi)依法設(shè)立的法人或非法人組織（本項(xiàng)目（不接受）分公司以自己名義參加采購(gòu)活動(dòng)）；
（2）具備省市級(jí)公安部門(mén)核發(fā)的有效的《保安服務(wù)許可證》；
（3）符合《關(guān)于對(duì)接國(guó)際高標(biāo)準(zhǔn)經(jīng)貿(mào)規(guī)則推進(jìn)試點(diǎn)地區(qū)政府采購(gòu)改革的指導(dǎo)意見(jiàn)》（滬財(cái)采 〔****〕** 號(hào)）第 ** 條規(guī)定的供應(yīng)商，不得參加本項(xiàng)目的采購(gòu)活動(dòng)；
（4） 本項(xiàng)目?jī)H面向中小企業(yè)（含中型、小型、微型企業(yè)）采購(gòu)；
（5）本項(xiàng)目不允許轉(zhuǎn)包。
(c)Specific qualification requirements for this program:(1) It must be a legal person or unincorporated organization legally established within China (branches are not accepted to participate in procurement activities in their own name for this project); (2) It must possess a valid "Security Service License" issued by the provincial or municipal public security department; (3) Suppliers that comply with Article ** of the "Guiding Opinions on Aligning with International High-Standard Economic and Trade Rules to Promote the Reform of Government Procurement in Pilot Areas" (Shanghai Financial Procurement [****] No. **) shall not participate in the procurement activities of this project; (4) This project is only open to procurement by small and medium-sized enterprises (including medium, small, and micro enterprises); (5) Subcontracting is not allowed in this project.
