（2）未被“信用中國(guó)”（www.creditchina.gov.cn）、中國(guó)政府采購(gòu)網(wǎng)（www.ccgp.gov.cn）列入失信被執(zhí)行人、重大稅收違法案件當(dāng)事人名單、政府采購(gòu)嚴(yán)重違法失信行為記錄名單[以提交響應(yīng)文件截止之日前三年內(nèi)的信用記錄為準(zhǔn)］。
（3）須系我國(guó)境內(nèi)依法設(shè)立的法人或非法人組織（本項(xiàng)目不接受分公司以自己名義參加招標(biāo)活動(dòng)）；
（4）具有建筑工程施工總承包資質(zhì)三級(jí)及其以上資質(zhì)；
（5）安全生產(chǎn)許可證（有效期內(nèi)）；
（6）投標(biāo)人擬派項(xiàng)目經(jīng)理的建筑工程專業(yè)二級(jí)（含以上級(jí)）注冊(cè)建造師執(zhí)業(yè)資格，具備有效的安全生產(chǎn)考核合格證書；
（7）單位負(fù)責(zé)人為同一人或者存在直接控股、管理關(guān)系的不同供應(yīng)商，不得參加同一合同項(xiàng)下的政府采購(gòu)活動(dòng)；為本項(xiàng)目提供整體設(shè)計(jì)、規(guī)范編制或者項(xiàng)目管理、監(jiān)理、檢測(cè)等服務(wù)的供應(yīng)商，不得參加本項(xiàng)目的采購(gòu)活動(dòng)。
