中化建國際招標有限責任公司（以下稱為“招標代理機構”）受中海殼牌石油化工有限公司（以下稱為“招標人”）委托，就中海殼牌惠州聚碳酸酯項目所需部分貨物及相關服務進行國際公開招標。現(xiàn)邀請投標人對下列貨物和服務提交密封投標。
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC and Shell Petrochemicals Company Limited (hereinafter referred to as“Tenderee”), intends to purchase the Goods and the relevant services required under CSPC Huizhou Polycarbonate Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as “CSPC”) intends to build CSPC Huizhou Polycarbonate Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

3. 對投標人的資格和業(yè)績要求：

（1）資格要求
Requirementsfor Qualification of Bidder
A．如果投標人為境內注冊公司，投標人需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務登記證及組織機構代碼證或證照合一的營業(yè)執(zhí)照，投標時需提供原件掃描件（原件備查）；
如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；
A. The bidderwithin the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference) ;
The bidder outside thecustoms territory shall provide valid certificate to prove valid business registration certificate.
B. 本次招標不接受代理商投標。投標人應是投標貨物的制造商（包括制造商所在集團內負責銷售的公司）。如果投標人是制造廠商所在集團內負責銷售的公司，投標人應提供聲明，說明投標人與制造廠商隸屬同一集團，負責投標貨物的銷售工作。
B. Bid by Agent is not accepted. The bidder shall be the manufacturer or the integratorof bid goods (including companies responsible for sales within the manufacturer'sgroup). If the Bidder is a company in charge of sales within the manufacturer's group, a statement should be provided indicating that the Bidder and the manufacturer belong to the same group and are responsible for the sale of the bid Goods.

（2）資質要求 Requirements of Qualification
A. 防爆證書：投標人提供的防爆電氣電子產(chǎn)品必須取得國家指定防爆檢驗機構頒發(fā)或國家認證認可監(jiān)督管理委員會授權的國際權威機構（如IECEx、ATEX等）頒發(fā)的的防爆合格證書。投標時提供防爆證書掃描件。防爆等級要求滿足ZONE 1，IIB+H2，T3。
Explosion proof certificate: The explosion proof electrical and electronic products provided by the bidder must obtain the explosion proof certificate issued by the national designated explosion-proof inspection institutionor the international authoritative institution (such as IECEx, ATEX, etc.)authorized by the National Certification and Accreditation Administration.The scanned copy of the original shall be provided during bidding (the original copy for reference).The explosion-proof grade requirement shall meet ZONE 1，IIB+H2and T3.

（3）業(yè)績要求Requirement for Bidder's reference:
****年1月1日至投標截止日（以合同簽署時間為準），投標人在中國境內須至少具有1個用于DPC（碳酸二苯酯）或EO/EG（環(huán)氧乙烷/乙二醇）裝置分析系統(tǒng)的合同業(yè)績，該合同中至少包含1套分析小屋，且該小屋內至少包括2套色譜分析儀和1套氧分析儀（色譜分析儀和氧分析儀均應用于測量介質環(huán)氧乙烷（EO）或乙二醇（EG））。
如果投標人為制造商所在集團內負責銷售的公司，應提供該制造商的業(yè)績。
投標人須按規(guī)定格式提交業(yè)績表，并提交相關業(yè)績證明文件。業(yè)績證明文件包括但不限于：1）銷售合同復印件。投標人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內容：合同簽署時間、合同簽字頁、制造商名稱、裝置名稱、貨物名稱、供貨范圍（分析小屋中至少包括2套色譜分析儀和1套氧分析儀）、貨物數(shù)量和測量介質。
未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法體現(xiàn)以上信息的，均視為無效業(yè)績。
From January 1, **** to the deadline for submission of the bid (subject to the signing time of the contract), the Bidder shall must have at least in China one contract for the integration performance of analyzersystems and analysis cabins for DPC (Diphenyl Carbonate) or EO/EG (Ethylene Oxide/Ethylene Glycol) plant, this contract must include at least one analysis cabin, and thiscabin must contain at least two chromatographic analyzers and one oxygen analyzewhich were both applied to measured media as ethylene oxide (EO) or ethylene glycol (EG).
If the bidder is a company responsible for sales within the manufacturer's group, the performance of that manufacturer shall be provided.
The Bidder shall furnish reference list in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract. The reference evidence documents furnished by Bidder shall as least demonstrate the content as follows: Date of signing contract, page of contract signature, name of manufacturer, name of the plant, name of goods,scope of supply (the analyzer cabin should include at least 2 sets of chromatographic analyzers and 1 set of oxygen analyzers),supply quantity and measured medium.
If no documentary evidence furnished, or documentary evidence furnished can not demonstratethe aforesaid information, the relevant reference will be deemed invalid.

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding Document from July**,**** to July **, ****. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB**0 or USD**, and it is non refundable after sales. 5. 投標文件遞交截止時間和方式：所有投標文件都應附有按規(guī)定提交的投標保證金，并于****年8月7日上午9:**（北京時間）前線上提交至中國國際招標網(wǎng)站（http://www.chinabidding.com）。在此時間后收到的投標文件恕不接受。

Before bidding, the bidder should complete registration and information verification at https://www.ebnew.com or https://www.chinabidding.com. The bid evaluation results will be published on the website (http://www.chinabidding.com) and China National Offshore Oil Corporation Procurement Platform (https://buy.cnooc.com.cn) .
**.提示Notes
投標人進入開標大廳后，需要進行簽到操作，等待開標主持人指令。允許解密后，投標人點擊解密按鈕進行解密投標文件（需解密前在電腦上插入當前賬號綁定的CA），輸入正確的CA密碼。（請注意：如投標人未在投標截止時間/開標時間前進行簽到，原則上將無法進行解密，將被視為撤回其投標文件。）
The bidder need to sign in and wait for instruction issued by the host after entering the virtual bid opening hall online. After the decryption is allowed, the bidder click the decryption button to decrypt the bid document (insert the CA bound to the current account on the computer before decryption) and enter the correct CA password. (PS: The bidder will not be able to decrypt in principle and be considered to withdraw the bid documents if fails to sign in before the deadline for the submission of bids or the date of bid opening.)
投標文件解密時限為**分鐘。投標人未在上述解密時限內完成解密視為解密失敗，根據(jù)？電子招標投標辦法？的規(guī)定，視為投標人撤回投標文件。
The decryption time limit of the bid documents is ** minutes. It's deemed to fail to decrypt when the bidder fails to decrypt within the given time. Under the circumstances, it's deemed that the bidder withdraw the bid documents according to the regulation of Electronic Tendering and Bidding Methods.
投標人對開標有異議的，應當在開標現(xiàn)場提出，招標人當場做出答復，并制作記錄。未在線上開標現(xiàn)場提出的開標異議，不予受理。
Any objection to the bid opening raised by the bidder shall be raised at the bid opening site and the tenderee shall answer on the spot and make a record. It’s not accepted that the bidder has not raised objections at the bid opening site online.
