2）鼓勵節(jié)能政策：在技術、服務等指標同等條件下，優(yōu)先采購屬于國家公布的節(jié)能清單中產(chǎn)品。
3）鼓勵環(huán)保政策：在性能、技術、服務等指標同等條件下，優(yōu)先采購國家公布的環(huán)保產(chǎn)品清單中的產(chǎn)品。
4）落實政府采購政策需滿足的資格要求：（1）落實預留份額措施，提高中小企業(yè)在政府采購中的份額，扶持中小企業(yè)政策：本項目（■是□不是）專門面向中小企業(yè)采購，評審時中小企業(yè)產(chǎn)品均不執(zhí)行價格折扣優(yōu)惠。（2）扶持殘疾人福利性單位，并將其視同小微型企業(yè)。

(c)本項目的特定資格要求：（1）須系我國境內(nèi)依法設立的法人（本項目（不接受）分公司以自己名義參加采購活動）；
（2）符合《關于對接國際高標準經(jīng)貿(mào)規(guī)則推進試點地區(qū)政府采購改革的指導意見》（滬財采〔****〕**號）第**條規(guī)定的供應商，不得參加本項目的采購活動。
（3）本項目不允許轉(zhuǎn)包。
