(b)落實(shí)政府采購(gòu)政策需滿足的資格要求：（1）落實(shí)預(yù)留份額措施，提高中小企業(yè)在政府采購(gòu)中的份額，扶持中小企業(yè)政策：本項(xiàng)目專門(mén)面向中小企業(yè)采購(gòu)，評(píng)審時(shí)小微企業(yè)產(chǎn)品均不執(zhí)行價(jià)格折扣優(yōu)惠。（2）扶持監(jiān)獄企業(yè)、殘疾人福利性單位，并將其視同小微型企業(yè)；

3.2 未被“信用中國(guó)”（www.creditchina.gov.cn）、中國(guó)政府采購(gòu)網(wǎng)（www.ccgp.gov.cn）列入失信被執(zhí)行人、重大稅收違法案件當(dāng)事人名單、政府采購(gòu)嚴(yán)重違法失信行為記錄名單
3.3 本項(xiàng)目不接受聯(lián)合體形式投標(biāo)。
3.4 供應(yīng)商單位負(fù)責(zé)人為同一人或者存在控股、管理關(guān)系的不同單位，不得參加同一標(biāo)段投標(biāo)或者未劃分標(biāo)段的同一招標(biāo)項(xiàng)目投標(biāo)。為采購(gòu)項(xiàng)目提供整體設(shè)計(jì)、規(guī)范編制或者項(xiàng)目管理、監(jiān)理、檢測(cè)等服務(wù)的供應(yīng)商，不得再參加該采購(gòu)項(xiàng)目的其他采購(gòu)活動(dòng)。

3.4 If the unit leader is the same person or if there is a direct controlling or management relationship between different suppliers, they shall not participate in government procurement activities under the same contract;Suppliers who provide overall design, specification preparation, project management, supervision, testing and other services for procurement projects shall not participate in other procurement activities of the procurement project.
