2、落實政府采購政策滿足的資格要求：促進(jìn)中小企業(yè)、監(jiān)獄企業(yè)、殘疾人福利性單位發(fā)展等相關(guān)政策。本項目是專門面向中小企業(yè)采購，評審時，中小企業(yè)產(chǎn)品均不執(zhí)行價格折扣優(yōu)惠。

(b)Qualification requirements to be met to implement government procurement policies:1. Suppliers that comply with Article ** of the Government Procurement Law of the People's Republic of China. 2. Qualification requirements for implementing government procurement policies: promoting the development of small and medium-sized enterprises, prison enterprises, welfare units for the disabled, and other relevant policies. This project is specifically targeted at procurement for small and medium-sized enterprises. During the evaluation process, no price discounts will be applied to products from small and medium-sized enterprises.

(c)本項目的特定資格要求：（1）具備市政公用工程施工總承包三級及以上資質(zhì)；
（2）擬安排項目經(jīng)理須為市政公用工程二級及以上注冊建造師執(zhí)業(yè)資格，具備有效的安全生產(chǎn)考核合格證書，且未擔(dān)任其他在建的建設(shè)工程項目的項目負(fù)責(zé)人。
（3）具備建設(shè)部門頒發(fā)的《安全生產(chǎn)許可證》（在有效期）；
（4）未被“信用中國”（www.creditchina.gov.cn）和中國政府采購網(wǎng)（www.ccgp.gov.cn）列入失信被執(zhí)行人、重大稅收違法案件當(dāng)事人名單、政府采購嚴(yán)重違法失信行為記錄名單；
（5）本項目不接受聯(lián)合體形式。

(c)Specific qualification requirements for this program:(1) Having a third level or higher qualification for general contracting of municipal public works construction; (2) The proposed project manager must hold a second level or higher registered construction engineer qualification for municipal public works, possess a valid safety production assessment certificate, and not serve as the project leader for other ongoing construction projects. (3) Having a valid Safety Production License issued by the construction department; (4) Not included in the list of dishonest persons subject to enforcement, parties involved in major tax violations, and records of serious illegal and dishonest behavior in government procurement by "Credit China" (www.creditchina. gov.cn) and China Government Procurement Network (www.ccgp. gov.cn); (5) This project does not accept consortium forms.
