1.根據(jù)上海市財政局的規(guī)定，本項目招投標(biāo)工作必須在上海政府采購云平臺上進(jìn)行。本項目潛在投標(biāo)人在投標(biāo)前應(yīng)當(dāng)自行了解上海政府采購云平臺的基本規(guī)則、要求、流程，具備網(wǎng)上投標(biāo)的能力和條件，知曉并愿意承擔(dān)電子招投標(biāo)可能產(chǎn)生的風(fēng)險；
2.投標(biāo)人須保證報名及獲取采購文件時提交的資料和所填寫內(nèi)容（郵箱必填）真實、完整、有效、一致，如因投標(biāo)人遞交虛假材料或填寫信息錯誤而造成的任何損失由投標(biāo)人承擔(dān)；
3.投標(biāo)人應(yīng)在投標(biāo)截止時間前盡早加密上傳投標(biāo)文件，電話通知招標(biāo)代理機(jī)構(gòu)簽收投標(biāo)信息，并及時查看代理機(jī)構(gòu)在上海政府采購云平臺上的簽收情況，打印簽收回執(zhí)，以免因臨近投標(biāo)截止時間上傳造成代理機(jī)構(gòu)無法在開標(biāo)前完成簽收的情形。未簽收的投標(biāo)文件視為投標(biāo)未完成；
4.紙質(zhì)投標(biāo)文件要求：投標(biāo)人可于開標(biāo)結(jié)束后一個工作日內(nèi)遞交叁份紙質(zhì)投標(biāo)文件（正本壹份副本貳份）至上海晨省企業(yè)管理咨詢有限公司（青浦區(qū)盈港路**3號（港隆國際大廈）****室）。紙質(zhì)投標(biāo)文件須與上傳的電子投標(biāo)文件內(nèi)容一致，如有不一致以電子版為準(zhǔn)。
