(b)落實(shí)政府采購(gòu)政策需滿(mǎn)足的資格要求：本次招標(biāo)若符合政府強(qiáng)制采購(gòu)節(jié)能產(chǎn)品、鼓勵(lì)環(huán)保產(chǎn)品、扶持福利企業(yè)、促進(jìn)殘疾人就業(yè)、支持中小微企業(yè)、支持監(jiān)獄和戒毒企業(yè)等政策，將落實(shí)相關(guān)政策。本項(xiàng)目專(zhuān)門(mén)面向中小企業(yè)采購(gòu)，中小企業(yè)參加政府采購(gòu)活動(dòng)，應(yīng)當(dāng)出具《中小企業(yè)聲明函》。其要求標(biāo)準(zhǔn)詳見(jiàn)《政府采購(gòu)促進(jìn)中小企業(yè)發(fā)展管理辦法》（財(cái)庫(kù)[****]**號(hào)）、《關(guān)于進(jìn)一步加大政府采購(gòu)支持中小企業(yè)力度的通知》財(cái)庫(kù)〔****〕**號(hào)文中相關(guān)規(guī)定。

(c)本項(xiàng)目的特定資格要求：3、法人的分支機(jī)構(gòu)以自己的名義參與投標(biāo)時(shí)，應(yīng)當(dāng)提供由法人出具參加本項(xiàng)目的授權(quán)書(shū)；
4、單位負(fù)責(zé)人為同一人或者存在直接控股、管理關(guān)系的不同供應(yīng)商，不得參加同一合同項(xiàng)下的政府采購(gòu)活動(dòng)；為本項(xiàng)目提供整體設(shè)計(jì)、規(guī)范編制或者項(xiàng)目管理、監(jiān)理、檢測(cè)等服務(wù)的供應(yīng)商，不得參加本項(xiàng)目的采購(gòu)活動(dòng)；
