(b)Qualification requirements to be met to implement government procurement policies:(1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically aimed at purchasing from small and medium-sized enterprises, and price discounts will not be implemented for their products during evaluation. (c)本項(xiàng)目的特定資格要求：（3）須系我國(guó)境內(nèi)依法設(shè)立的法人或非法人組織（本項(xiàng)目不接受分公司以自己名義參加采購(gòu)活動(dòng)）；
（4）須具有有效期內(nèi)的項(xiàng)目所在地道路運(yùn)輸管理部門頒發(fā)的《道路運(yùn)輸經(jīng)營(yíng)許可證》（經(jīng)營(yíng)范圍包括包車客運(yùn)）；
（5）本項(xiàng)目不允許轉(zhuǎn)包。

(c)Specific qualification requirements for this program:(3) It must be a legal entity or an unincorporated organization established within the territory of China in accordance with the law (this project does not accept branch companies participating in procurement activities in their own name); (4) Must have a valid Road Transport Business License issued by the local road transport management department where the project is located (including chartered passenger transport); (5) This project does not allow subcontracting.
