(c)本項目的特定資格要求：3、具有獨立承擔民事責任的能力及相應的履約能力；
4、具備省市級公安部門核發(fā)的，在有效期內的《保安服務許可證》（外省保安服務單位須已在上海市公安部門備案登記資質；
5、本項目專門面向中小企業(yè)采購；
6、單位負責人為同一人或者存在直接控股、管理關系的不同供應商，不得參加同一合同項下的政府采購活動；為采購項目提供整體設計、規(guī)范編制或者項目管理、監(jiān)理、檢測等服務的供應商，不得再參加該采購項目的其他采購活動；
7、法人依法設立的分支機構以自己的名義參與投標時，應提供依法登記的相關證明材料和由法人出具的授權其分支機構在其經營范圍內參加政府采購活動并承擔全部民事責任的書面授權。法人與其分支機構不得同時參與同一項目的采購活動；
8、符合《關于對接國際高標準經貿規(guī)則推進試點地區(qū)政府采購改革的指導意見》（滬財采〔****〕**號）第**條規(guī)定的供應商，不得參加本項目的采購活動；
9、本次招標不接受聯(lián)合體投標，不允許合同轉讓與分包。
