(c)本項(xiàng)目的特定資格要求：（1）本次招標(biāo)需要網(wǎng)上投標(biāo)，投標(biāo)人必須獲得上海市電子簽名認(rèn)證證書（CA認(rèn)證證書）；
（2）具有有效的營業(yè)執(zhí)照或相關(guān)證件；
（3）具有承接本項(xiàng)目的人員、設(shè)備、場所等相關(guān)條件；
（4）投標(biāo)截止之日前三年內(nèi)，在政府采購活動中無不良行為記錄；
（5）公司資產(chǎn)狀況良好，依法繳納稅收和社會保障資金，具有良好的商業(yè)信譽(yù)和健全的財務(wù)會計(jì)制度；
