| 修改、澄清(答疑)紀要內容如下： 一、本工程招標文件“第二章-投標人須知前附表-7.6.1履約擔保”中的“履約擔保形式”修改為：現(xiàn)金、有資格的銀行保函或有資格的專業(yè)擔保公司出具的擔保書或保險公司出具的保證保險。其中：有資格的銀行，是指商事登記在本市，獲得銀行業(yè)監(jiān)督管理機構許可開展擔保業(yè)務、并取得總行開展建設工程擔保業(yè)務資格的授權的分行、支行以上銀行，銀行保函能夠通過互聯(lián)網(wǎng)且無需任何授權即可在相應銀行的官方網(wǎng)站驗證真?zhèn)?，并在保函上寫明網(wǎng)址；有資格的專業(yè)擔保公司，是指依法登記注冊在本市，取得融資性擔保業(yè)務經營許可證，且第三方信用評級機構企業(yè)信用評級為A 級及以上的融資擔保機構。第三方信用評級機構應當符合市融資擔保行業(yè)監(jiān)管部門的要求。建設工程履約保證應符合《 廈門市住房和建設局等4 家單位關于印發(fā)完善實施建設工程保證機制指導意見的通知（廈住建建筑〔****〕** 號））及《廈門市政城市開發(fā)建設有限公司建設工程保證管理辦法》（廈市政開〔****〕**7 號）的規(guī)定。 二、本工程招標文件“第五章-專用合同條款（財政參考條款）-3.7承包人提供履約擔保的形式、金額及期限的”修改為：采用現(xiàn)金、有資格的銀行保函或有資格的專業(yè)擔保公司出具的擔保書或保險公司出具的保證保險，具體按《廈門市住房和建設局等4 家單位關于印發(fā)完善實施建設工程保證機制指導意見的通知（廈住建建筑〔****〕** 號）執(zhí)行及《廈門市政城市開發(fā)建設有限公司建設工程保證管理辦法》（廈市政開[****]**7 號）執(zhí)行。 三、本工程招標文件“第二章-投標人須知前附表-9.2.5其它”中的第六條款內容刪除。 四、本答疑與招標文件有不符之處，以本答疑為準。 |
