簡要規(guī)則描述：為貫徹落實《上海市生活垃圾管理條例》推進屬地責任落實，促進常態(tài)長效管理，持續(xù)提升生活垃圾分類實效及精細化管理水平，促進生活垃圾分類減量工作大力有序的推進。精準掌握市、區(qū)兩級的相關考評辦法，對生活垃圾分類減量工作進行長效監(jiān)管，擬通過公開采購的方式，選取一家合格的供應商對居住區(qū)、單位及沿街商鋪等場所提供現(xiàn)場巡查指導評測服務、建立并加強長效管理模式，固化民眾分類意識，推動習慣養(yǎng)成，實現(xiàn)居住區(qū)、單位和沿街商鋪生活垃圾分類實效達標常態(tài)長效管理再提升。（具體詳見第三章采購需求書）
