(b)落實(shí)政府采購(gòu)政策需滿足的資格要求：（1）落實(shí)預(yù)留份額措施，提高中小企業(yè)在政府采購(gòu)中的份額，支持中小企業(yè)發(fā)展：本項(xiàng)目是專門(mén)面向中小企業(yè)采購(gòu)，評(píng)審時(shí)，中小企業(yè)產(chǎn)品均不執(zhí)行價(jià)格折扣優(yōu)惠。（2）扶持監(jiān)獄企業(yè)、殘疾人福利性單位，并將其視同小微型企業(yè)；（3）優(yōu)先采購(gòu)節(jié)能環(huán)保產(chǎn)品政策：在技術(shù)、服務(wù)等指標(biāo)同等條件下，對(duì)財(cái)政部財(cái)庫(kù)〔****〕**號(hào)和財(cái)政部財(cái)庫(kù)〔****〕**號(hào)文公布的節(jié)能環(huán)保產(chǎn)品品目清單中的產(chǎn)品實(shí)行優(yōu)先采購(gòu)；對(duì)節(jié)能產(chǎn)品品目清單中以“★”標(biāo)注的產(chǎn)品，實(shí)行強(qiáng)制采購(gòu)。供應(yīng)商須提供具有國(guó)家確定的認(rèn)證機(jī)構(gòu)出具的、處于有效期之內(nèi)的認(rèn)證證書(shū)方能享受優(yōu)先采購(gòu)或強(qiáng)制采購(gòu)政策。(4）購(gòu)買(mǎi)國(guó)貨政策：本項(xiàng)目不接受進(jìn)口產(chǎn)品。

(c)本項(xiàng)目的特定資格要求：（1）具有建筑工程施工總承包三級(jí)及其以上資質(zhì)，且具備有效的安全生產(chǎn)許可證；
（2）供應(yīng)商擬派項(xiàng)目經(jīng)理須具有建筑工程專業(yè)貳級(jí)（含以上級(jí)）注冊(cè)建造師執(zhí)業(yè)資格，具備有效的安全生產(chǎn)考核合格證書(shū)，該項(xiàng)目負(fù)責(zé)人以在上海市建筑建材業(yè)網(wǎng)站上查詢?yōu)闇?zhǔn)；
（3）符合《關(guān)于對(duì)接國(guó)際高標(biāo)準(zhǔn)經(jīng)貿(mào)規(guī)則推進(jìn)試點(diǎn)地區(qū)政府采購(gòu)改革的指導(dǎo)意見(jiàn)》（滬財(cái)采〔****〕**號(hào)）第**條規(guī)定的供應(yīng)商，不得參加本項(xiàng)目的采購(gòu)活動(dòng)。
（4）本項(xiàng)目?jī)H面向中小企業(yè)（含中型、小型、微型企業(yè)）采購(gòu)。

(c)Specific qualification requirements for this program:(1) Having a third level or higher qualification for general contracting of construction projects, and possessing a valid safety production license; (2) The project manager proposed by the supplier must have a registered construction engineer qualification of Level 2 (including higher levels) in the field of construction engineering, and possess a valid safety production assessment certificate. The project leader shall be based on the information available on the Shanghai Building Materials Industry website; (3) Suppliers who comply with Article ** of the Guiding Opinions on Promoting Government Procurement Reform in Pilot Areas in Connection with International High Standard Economic and Trade Rules (Hu Cai Cai Cai [****] No. **) are not allowed to participate in the procurement activities of this project. (4) This project is only available for procurement to small and medium-sized enterprises (including medium, small, and micro enterprises).
