簡要規(guī)則描述：根據新區(qū)加強實有人口管理服務工作要求，為做好鎮(zhèn)轄區(qū)內來滬人員信息管理服務，開展“三個實有”信息錄入、人口信息采集以及治安巡邏、重要節(jié)點安保等工作，提高人口調控綜合管理、綜合治理服務的能力，為確保老港鎮(zhèn)地區(qū)治安的持續(xù)穩(wěn)定提供強力支撐。
Brief Specification Description:In accordance with the requirements of the New Area for strengthening the management and services of the actual population, this initiative aims to improve the management and services of information regarding personnel coming to Shanghai within the town's jurisdiction. It will carry out work such as the entry of "three actuals" information, population information collection, public security patrols, and security work at key nodes. The goal is to enhance the capabilities in comprehensive management of population regulation and comprehensive governance services, thereby providing strong support for ensuring the continuous stability of public security in Laogang Town.

(b)落實政府采購政策需滿足的資格要求：1）強制采購節(jié)能產品政策：強制采購在國家公布的節(jié)能清單中以“★”標注的品目。
2）鼓勵節(jié)能政策：在技術、服務等指標同等條件下，優(yōu)先采購屬于國家公布的節(jié)能清單中產品。
3）鼓勵環(huán)保政策：在性能、技術、服務等指標同等條件下，優(yōu)先采購國家公布的環(huán)保產品清單中的產品。
4）扶持中小企業(yè)、促進殘疾人就業(yè)政策：落實預留份額措施，提高中小企業(yè)在政府采購中的份額，支持中小企業(yè)發(fā)展。監(jiān)獄企業(yè)、殘疾人福利性單位視同小型、微型企業(yè)。（本項目是專門面向中小企業(yè)采購，評審時，中小企業(yè)產品均不執(zhí)行價格折扣優(yōu)惠。）
(b)Qualification requirements to be met to implement government procurement policies:Policy on encouraging energy conservation: Under the same conditions of technical, service and other indicators, give priority to procuring products included in the national energy-saving product list.
Policy on encouraging environmental protection: Under the same conditions of performance, technical, service and other indicators, give priority to procuring products in the national environmental protection product list.
Policies on supporting small and medium-sized enterprises (SMEs) and promoting employment of persons with disabilities: Implement measures for reserved quotas, increase the share of SMEs in government procurement, and support the development of SMEs. Prison enterprises and welfare units for persons with disabilities shall be regarded as small and micro enterprises. (This project is specifically for procurement from SMEs, and during evaluation, no price discount preference shall be applied to products of SMEs.)
(c)本項目的特定資格要求：（3）須系我國境內依法設立的法人或非法人組織（本項目不接受分公司以自己名義參加招標活動）；
（4）同一人或者存在直接控股、管理關系的不同投標人，不得參加同一合同項目下的政府采購活動；
（5）依法繳納稅收、社會保障資金并近三年沒有重大違法記錄。
(c)Specific qualification requirements for this program:(3) Must be a legal person or unincorporated organization legally established within the territory of China (branch offices are not allowed to participate in the bidding activities in their own name for this project);
(4) Different bidders who are the same person or have a relationship of direct holding or management shall not participate in government procurement activities under the same contract project;
(5) Have paid taxes and social security funds in accordance with the law and have no major illegal records in the past three years.
