簡要規(guī)格描述或項目基本概況介紹、用途：本項目為****年度東岸濱江監(jiān)控設(shè)施備品備件采購，主要采購**臺網(wǎng)絡(luò)攝像機(jī)、**臺半球攝像機(jī)、**0臺高清槍機(jī)、**臺一體式槍機(jī)、**臺高清球機(jī)，及其它若干交換機(jī)、NVR、電源、立桿、管理平臺、監(jiān)控硬盤等配套設(shè)備，以滿足東岸濱江監(jiān)控前端設(shè)備及基礎(chǔ)設(shè)施維護(hù)的需求(具體要求詳見招標(biāo)文件第五章)。
Brief specification description or basic overview of the project:This project is for the procurement of spare parts for the East Bank Binjiang monitoring facilities in ****. It mainly involves purchasing ** network cameras, ** dome cameras, **0 high-definition fixed cameras, ** integrated fixed cameras, ** high-definition PTZ cameras, as well as several other supporting equipment such as switches, NVRs, power supplies, pole stands, management platforms, and monitoring hard drives. The purpose is to meet the maintenance needs of the front-end equipment and infrastructure of the East Bank Binjiang monitoring system (for specific requirements, please refer to Chapter 5 of the bidding documents).

(b)落實政府采購政策需滿足的資格要求：本采購項目執(zhí)行政府采購有關(guān)鼓勵支持節(jié)能產(chǎn)品、環(huán)境認(rèn)證產(chǎn)品以及支持中小企業(yè)、殘疾人福利性單位等的政策功能。
(b)Qualification requirements to be met to implement government procurement policies:This procurement project implements the policy functions of government procurement related to encouraging and supporting energy-saving products, environmental certification products, as well as supporting small and medium-sized enterprises and welfare units for the disabled.
(c)本項目的特定資格要求：3、本項目面向所有企業(yè)采購，對小型和微型企業(yè)投標(biāo)人產(chǎn)品的價格給予**%的扣除，用扣除后的價格參與評審；
4、為采購項目提供整體設(shè)計、規(guī)范編制或者項目管理、監(jiān)理、檢測等服務(wù)的潛在投標(biāo)人，不得參加本項目的采購活動；
5、單位負(fù)責(zé)人為同一人或者存在直接控股、管理關(guān)系的不同供應(yīng)商，不得參加同一合同項下的政府采購活動；
6、投標(biāo)單位須具有良好的售后服務(wù)體系，能提供良好的技術(shù)支持；
7、投標(biāo)單位須具相應(yīng)資格（資質(zhì)）證明材料；
8、本項目不接受聯(lián)合體投標(biāo)。
(c)Specific qualification requirements for this program:(iii)This project is open to procurement from all enterprises, and a **% deduction will be applied to the prices of products offered by small and micro enterprise bidders. The deducted prices will be used for evaluation.
(iv)Potential bidders who provide overall design, specification development, or services suchas project management, supervision, and testing for the procurement project are not eligible to participate in the procurement activities of this project.
(v)Suppliers whose unit leaders are the same person or who have direct holding or management relationships shall not participate in government procurement activities under the same contract.
(vi)Bidders must have a good after-sales service system and be able to provide excellent technical support.
(vii)Bidders must provide corresponding qualification (certification) materials.
(viii)This project does not accept bids from consortia.
