(b)Qualification requirements to be met to implement government procurement policies:Including but not limited to government procurement of energy-saving products, government procurement of environmental labeling products, promoting the development of small and medium-sized enterprises, supporting the development of prison enterprises, and promoting employment for people with disabilities.

(c)本項目的特定資格要求：1、符合《中華人民共和國政府采購法》第二十二條規(guī)定的供應(yīng)商。
2、落實政府采購政策需滿足的資格要求：
本項目面向大、中、小、微型企業(yè)，事業(yè)法人、其他組織或自然人采購等各類投標(biāo)人采購。
3、其他資格要求：
3.1根據(jù)《上海市政府采購供應(yīng)商信息登記管理辦法》已登記入庫的供應(yīng)商。
3.2本項目不允許聯(lián)合體投標(biāo)。
3.3未被列入《信用中國網(wǎng)站》（www.creditchina.gov.cn）失信被執(zhí)行人名單、重大稅收違法失信主體和“中國政府采購網(wǎng)”（www.ccgp.gov.cn）政府采購嚴(yán)重違法失信行為記錄名單。
3.4為該采購項目提供整體設(shè)計、規(guī)范編制或者項目管理、監(jiān)理、檢測等服務(wù)的供應(yīng)商，不得再參加該項目的其他采購活動。
3.5單位負(fù)責(zé)人為同一人或者存在直接控股、管理關(guān)系的不同供應(yīng)商，不得參加同一合同項下的政府采購活動。
