簡要規(guī)則描述：本次實(shí)施的地點(diǎn)為曹路鎮(zhèn)海潮村、啟明村以及永豐村，農(nóng)田建設(shè)面積**9.4畝，其中新增建設(shè)**5.9畝（永農(nóng)**2.3畝），提升改造**.5畝。
（1）海潮、啟明灌區(qū)：北起小華江路，南至營房河，西臨豬場河，東挨海濱路。
（2）永豐灌區(qū)：北至龔豐路，南側(cè)為錦繡東路，西側(cè)為中橫圩，東至永新路。
工程主要內(nèi)容為：土地平整、灌溉工程、排水工程、道路工程等。（具體數(shù)量及要求詳見工程量清單及圖紙）
Brief Specification Description:The implementation sites are Haichao Village, Qiming Village and Yongfeng Village of Caolu Town. The farmland construction area is **9.4 mu, of which **5.9 mu is newly constructed (**2.3 mu is Yongnong) and **.5 mu is upgraded and reconstructed.
(1) Haichao and Qiming irrigation areas: Xiaohua River Road in the north, Yingfang River in the south, Zhujiang River in the west and Haibin Road in the east.
(2) Yongfeng Irrigation District: Gongfeng Road in the north, Jinxiu East Road in the south, Zhonghengwei in the west and Yongxin Road in the east.
The main contents of the project are: land leveling, irrigation works, drainage works, road works, etc. (See Bill of Quantities and Drawings for specific quantities and requirements)

（6）擬派項(xiàng)目負(fù)責(zé)人具有水利水電專業(yè)二級(jí)及其以上注冊(cè)建造師執(zhí)業(yè)資格。具備有效的安全生產(chǎn)考核合格證書，且未擔(dān)任其他在建的建設(shè)工程項(xiàng)目的項(xiàng)目負(fù)責(zé)人。
(c)Specific qualification requirements for this program:（3）The responsible person of the unit is the same person or different suppliers with direct holding and management relationship shall not participate in government procurement activities under the same contract; suppliers providing overall design, specification preparation or project management, supervision and testing services for procurement projects shall not participate in other procurement activities of the procurement project.
（4）With water conservancy and hydropower project construction general contracting grade III and above qualification.
（5）Have safety production license (valid period).
（6）The person in charge of the proposed project shall have the qualification of registered construction engineer at or above Grade II of water conservancy and hydropower specialty. Possess valid safety production assessment certificate, and do not serve as the project leader of other construction projects under construction.
