(a)滿足《中華人民共和國政府采購法》第二十二條規(guī)定；
(a)Meet the provisions of Article ** of the "Government Procurement Law of the People's Republic of China";
(b)落實政府采購政策需滿足的資格要求：推行節(jié)能產(chǎn)品政府采購、環(huán)境標志產(chǎn)品政府采購。促進中小企業(yè)、監(jiān)獄企業(yè)、殘疾人企業(yè)、殘疾人福利性單位發(fā)展等各項政府采購相關政策（以最新的已生效政策為準）。
(b)Qualification requirements to be met to implement government procurement policies:Promote government procurement of energy-saving products and government procurement of environmental marking products. Promote the development of various government procurement-related policies such as small and medium-sized enterprises, prison enterprises, disabled enterprises, and disabled welfare units (the latest effective policies shall prevail).
(c)本項目的特定資格要求：1）符合《中華人民共和國政府采購法》第二十二條的規(guī)定；
2）未被“信用中國”（www.creditchina.gov.cn）、中國政府采購網(wǎng)（www.ccgp.gov.cn）列入失信被 執(zhí)行人、重大稅收違法案件當事人名單、政府采購嚴重違法失信行為記錄名單；
3）本項目不得轉(zhuǎn)包；
4）本項目不接受聯(lián)合體投標；
5）本項目專門面向小微企業(yè)采購；
6）根據(jù)《上海市政府采購供應商登記及誠信管理辦法》已登記入庫的供應商。
(c)Specific qualification requirements for this program:1) Comply with Article ** of the Government Procurement Law of the People's Republic of China; 2) Not included in the list of dishonest debtors, parties to major tax violations, and records of serious illegal acts of government procurement by "Credit China" (www.creditchina.gov.cn) and China Government Procurement Network (www.ccgp.gov.cn); and the list of records of serious illegal and dishonest behaviors of government procurement; 3) This project shall not be subcontracted; 4) This project does not accept consortium bids; 5) This project is specifically for small and micro enterprises; 6) Suppliers registered in the warehouse according to the "Shanghai Government Procurement Supplier Registration and Integrity Management Measures".

1、根據(jù)上海市財政局的規(guī)定，本項目招投標工作必須在上海市政府采購云平臺上進行。本項目潛在投標人在投標前應當自行了解政府采購云平臺的基本規(guī)則、要求、流程，具備網(wǎng)上投標的能力和條件，知曉并愿意承擔電子招投標可能產(chǎn)生的風險； 2、投標人須保證報名及獲得招標文件時提交的資料和所填寫內(nèi)容真實、完整、有效、一致，如因投標人遞交虛假材料或填寫信息錯誤而造成的任何損失由投標人承擔； 3、采購代理機構將會在開標前一個工作日起對投標文件進行統(tǒng)一網(wǎng)上簽收，投標人無須事前致電提醒簽收。投標人若需撤回已簽收的投標文件，應以傳真或其它書面形式（須簽字并蓋章）及時告知采購代理機構； 4、投標簽收回執(zhí)不作為判斷投標文件數(shù)據(jù)是否完整、有效的依據(jù)。如果投標人發(fā)現(xiàn)投標文件存在數(shù)據(jù)丟失、缺漏、亂碼等情況，或在投標過程中遭遇因系統(tǒng)、網(wǎng)絡故障等技術原因產(chǎn)生的問題，請及時聯(lián)系政府采購云平臺****3。
