(b)Qualification requirements to be met to implement government procurement policies:This procurement project implements the policies of mandatory procurement of energy-saving products and environmentally certified products, energy conservation incentives, environmental protection incentives, and support for small and medium-sized enterprises (SMEs). This project is exclusively procured from SMEs. During evaluation, products from SMEs will not be subject to price discount preferences. It also adheres to policies supporting the development of prison enterprises, welfare units for persons with disabilities, and the procurement of domestic products.
In accordance with the "Standards for Classification of Small and Medium-sized Enterprises" (Jointly issued by the Ministry of Industry and Information Technology and others [****] No. **0), the **** Public Welfare Forest Construction Project in Chuansha New Town, Pudong New Area, falls under the construction industry.

(c)本項目的特定資格要求：1）未被列入“信用中國”網(wǎng)站(www.creditchina.gov.cn)失信被執(zhí)行人名單、重大稅收違法失信主體名單和中國政府采購網(wǎng)(www.ccgp.gov.cn)政府采購嚴重違法失信行為記錄名單的供應(yīng)商（以提交首次響應(yīng)文件截止之日前三年內(nèi)的信用記錄為準）；
2）持有有效的營業(yè)執(zhí)照；
3）擬派項目負責(zé)人須具有園林專業(yè)中級（含以上級）職稱；
4）本項目專門面向中型、小型、微型企業(yè)采購；
5）單位負責(zé)人為同一人或者存在直接控股、管理關(guān)系的不同供應(yīng)商，不得參加同一合同項下的政府采購活動；為采購項目提供整體設(shè)計、規(guī)范編制或者項目管理、監(jiān)理、檢測等服務(wù)的供應(yīng)商，不得再參加該采購項目的其他采購活動。
6）法人依法設(shè)立的分支機構(gòu)以自己的名義參與磋商時，應(yīng)提供依法登記的相關(guān)證明材料和由法人出具的授權(quán)其分支機構(gòu)在其經(jīng)營范圍內(nèi)參加政府采購活動并承擔(dān)全部民事責(zé)任的書面授權(quán)。法人與其分支機構(gòu)不得同時參與同一項目的采購活動。
7）本項目不接受聯(lián)合體形式。

1) Suppliers who have not been included in the "Credit China" website (www.creditchina. gov.cn) list of dishonest persons subject to enforcement, the list of major tax illegal dishonest entities, and the China Government Procurement Network (www.ccgp. gov.cn) list of serious illegal and dishonest behavior records in government procurement (based on their credit records within the three years prior to the deadline for submitting the first response documents); 2) Holding a valid business license; 3) The proposed project leader must hold an intermediate (or higher) professional title in the field of
