簡要規(guī)則描述：為持續(xù)鞏固生活垃圾分類實效，進一步推進生活垃圾分類精品居住區(qū)建設(shè)，根據(jù)《浦東新區(qū)持續(xù)優(yōu)化生活垃圾全程分類體系工作方案》要求，擬實施生活垃圾全程分類優(yōu)化項目，主要包括精品小區(qū)建設(shè)1個，惠民回收服務(wù)點設(shè)立1個，投放點智能化專項更新，投放點微更新，固定型服務(wù)點設(shè)立及市區(qū)新增其他考核要求等。

(b)落實政府采購政策需滿足的資格要求：促進中小企業(yè)發(fā)展、促進殘疾人就業(yè)。根據(jù)《政府采購促進中小企業(yè)發(fā)展管理辦法》(財庫[****]**號)規(guī)定執(zhí)行。
(b)Qualification requirements to be met to implement government procurement policies:Promote the development of small and medium-sized enterprises and assist in the employment of people with disabilities. Implement in accordance with the 'Administrative Measures for Promoting the Development of Small and Medium-sized Enterprises through Government Procurement' (Cai Ku [****] No. **).
(c)本項目的特定資格要求：（1）須具有依法注冊的獨立法人、獨立承擔民事責任能力的自然人或其他組織。
（2）具有建筑工程施工總承包資質(zhì)三級及其以上資質(zhì)。
（3）安全生產(chǎn)許可證（有效期內(nèi)）。
（4）投標人擬派項目經(jīng)理的建筑工程專業(yè)二級（含以上級）注冊建造師執(zhí)業(yè)資格，具備有效的安全生產(chǎn)考核合格證書，且未擔任其他在建的建設(shè)工程項目的項目經(jīng)理。
（5）單位負責人為同一人或者存在直接控股、管理關(guān)系的不同供應(yīng)商，不得參加同一合同項下的政府采購活動；為本項目提供整體設(shè)計、規(guī)范編制或者項目管理、監(jiān)理、檢測等服務(wù)的供應(yīng)商，不得參加本項目的采購活動。
（6）沒有因發(fā)生生產(chǎn)安全事故被浦東新區(qū)建設(shè)行政管理部門暫停承接業(yè)務(wù)且在限制期內(nèi)的。
（7）本項目專門面向中小企業(yè)采購。
(c)Specific qualification requirements for this program:(1) Must be a legally registered independent legal person or other organization with the ability to independently bear civil liability. (2) Must have a construction project general contracting qualification of at least Level 3 or higher. (3) A valid production safety license (within the validity period). (4) The project manager proposed by the bidder must have a Level 2 (or higher) registered construction engineer qualification in construction engineering, possess a valid production safety assessment certificate, and must not serve as the project manager for any other ongoing construction project. (5) Different suppliers with the same person as the responsible head or with direct holding and management relationships shall not participate in the government procurement activities under the same contract; suppliers providing overall design, specification preparation, project management, supervision, inspection, or other services for this project shall not participate in the procurement ac
