簡要規(guī)則描述：本項目是為確保中國（上海）自由貿易試驗區(qū)洋山特殊綜合保稅區(qū)的工作和治安秩序，維護區(qū)域良好的治安環(huán)境，擬通過政府采購服務的方式，協(xié)助海關做好轄區(qū)內保安服務工作。包含但不僅限于以下內容：維護交通秩序，保持進出通道暢通，嚴格守護通道，執(zhí)行海關根據實際情況布置的其他一線執(zhí)法輔助性工作任務等。
Brief Specification Description:This project aims to ensure the work and public security order of Yangshan Special Comprehensive Bonded Zone in China (Shanghai) Pilot Free Trade Zone, maintain a good security environment in the region, and assist customs in providing security services within the jurisdiction through government procurement services. Including but not limited to the following: maintaining traffic order, keeping entry and exit channels unobstructed, strictly guarding channels, and carrying out other front-line law enforcement auxiliary tasks assigned by customs according to actual situations.

(b)落實政府采購政策需滿足的資格要求：（1）落實預留份額措施，提高中小企業(yè)在政府采購中的份額，扶持中小企業(yè)政策：本項目是專門面向中小企業(yè)采購，評審時中小企業(yè)產品均不執(zhí)行價格折扣優(yōu)惠。（2）扶持殘疾人福利性單位，并將其視同小微型企業(yè)；
(b)Qualification requirements to be met to implement government procurement policies:(1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically aimed at purchasing from small and medium-sized enterprises, and during the evaluation process, no price discounts will be implemented for their products. (2) Support welfare units for people with disabilities and treat them as small and micro enterprises;
(c)本項目的特定資格要求：1）符合《中華人民共和國政府采購法》第二十二條的規(guī)定
2）未被“信用中國”（www.creditchina.gov.cn）、中國政府采購網（www.ccgp.gov.cn）列入失信被執(zhí)行人、重大稅收違法案件當事人名單、政府采購嚴重違法失信行為記錄名單
3）須系我國境內依法設立的法人或非法人組織（本項目不接受分公司以自己名義參加采購活動）；
4）具備省市級公安部門核發(fā)的，在有效期內的《保安服務許可證》（外省保安服務單位須已在上海市公安部門備案登記資質；
5）符合《關于對接國際高標準經貿規(guī)則推進試點地區(qū)政府采購改革的指導意見》（滬財采〔****〕**號）第**條規(guī)定的供應商，不得參加本項目的采購活動；
6）本次采購不接受聯(lián)合體響應，不允許合同轉讓與分包。
