Brief specification description or basic overview of the project:In order to improve the response speed of emergency supplies and equipment, and to reasonably layout emergency warehouse locations, based on the existing reserve of emergency supplies, it is proposed to continue leasing approximately ****-**** square meters of factory warehouses in the disaster prevention zone of the Lingang Advanced Intelligent Manufacturing Area as emergency supplies and equipment warehouses.

(b)Qualification requirements to be met to implement government procurement policies:1. In accordance with Article ** of the Government Procurement Law of the People's Republic of China, it is not included in the list of dishonest persons subject to enforcement, parties involved in major tax violations, or records of serious illegal and dishonest behavior in government procurement by "Credit China" (www.creditchina. gov.cn) or China Government Procurement Network (www.ccgp. gov.cn).
(c)本項目的特定資格要求：（1）具有獨立承擔民事責任的能力及相應的履約能力；
（2）本項目專門面向中小企業(yè)采購；
（3）單位負責人為同一人或者存在直接控股、管理關系的不同投標人，不得參加同一合同項下的政府采購活動；為采購項目提供整體設計、規(guī)范編制或者項目管理、監(jiān)理、檢測等服務的投標人，不得再參加該采購項目的其他采購活動；
（4）法人依法設立的分支機構(gòu)以自己的名義參與投標時，應提供依法登記的相關證明材料和由法人出具的授權(quán)其分支機構(gòu)在其經(jīng)營范圍內(nèi)參加政府采購活動并承擔全部民事責任的書面授權(quán)。法人與其分支機構(gòu)不得同時參與同一項目的采購活動；
(5）符合《關于對接國際高標準經(jīng)貿(mào)規(guī)則推進試點地區(qū)政府采購改革的指導意見》（滬財采〔****〕**號）第**條規(guī)定的投標人，不得參加本項目的采購活動。
（6）本次招標不接受聯(lián)合體投標，不允許合同轉(zhuǎn)讓與分包。
