(b)Qualification requirements to be met to implement government procurement policies:(1) Implement the measures of reserving shares, increase the share of SMEs in government procurement, and support the policies of SMEs: This project is specially for the procurement of SMEs, and the products of SMEs are not subject to price discounts during the review; (2) Welfare units for the disabled and treat them as small and micro enterprises.

(c)本項(xiàng)目的特定資格要求：（3）須系我國境內(nèi)依法設(shè)立的法人或非法人組織（本項(xiàng)目不接受分公司以自己名義參加采購活動(dòng)）；
（4）具有省市級公安部門核發(fā)的有效的《保安服務(wù)許可證》；
（5）本項(xiàng)目不允許轉(zhuǎn)包。

(c)Specific qualification requirements for this program:(3) It must be a legal person or an unincorporated organization established in China according to law (this project does not accept branches to participate in procurement activities in their own names); (4) It has a valid Security Service License issued by the provincial and municipal public security departments; (5) Subcontracting is not allowed for this project.
