簡要規(guī)則描述：本項目主要內(nèi)容包括：繼續(xù)完善生活排水網(wǎng)絡(luò)，對已建成設(shè)施可能存在的不可抗力損壞問題進行整改，對遺漏問題進行補缺，以確保水質(zhì)達標，居民生活污水得到妥善處理。對臨江村、紅旗村、三林北港、浦發(fā)綠城****弄等點位進行新建管道、窨井、泵站、一體式化糞池，管道修復，路面翻挖及修復等工程性措施（具體工作內(nèi)容及要求詳見競爭性磋商文件、工程量清單及圖紙）。
Brief Specification Description:The main contents of this project include: continuing to improve the domestic drainage network, rectifying the possible force majeure damage problems of the already built facilities, and filling in the omissions to ensure that the water quality meets the standards and that the domestic sewage of residents is properly treated. Engineering measures such as the construction of new pipelines, manholes, pumping stations, integrated septic tanks, pipeline repair, and road excavation and repair will be carried out at key locations including Linjiang Village, Hongqi Village, Sanlin Beigang, and No. **** Lane of Pudong Development Greentown. (b)Qualification requirements to be met to implement government procurement policies:(1) The project implements the "Notice on Promoting the Development of Small and Medium-sized Enterprises through Government Procurement" (CAI Ku [****] No. **) and the "Notice on Further Increasing the Support for Small and Medium-sized Enterprises through Government Procurement" (CAI Ku [****] No. **). (2) Implement the reserved share measures, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically targeted at small and medium-sized enterprises for procurement. During the review process, no price discount benefits will be implemented for products from small and medium-sized enterprises. (c)本項目的特定資格要求：3、 須系我國境內(nèi)依法設(shè)立的法人或非法人組織（本項目不接受分公司以自己名義參加采購活動）；
4、 要求具備市政公用工程施工總承包三級及以上資質(zhì)；
5、 具有有效的安全生產(chǎn)許可證；
6、 項目經(jīng)理具有市政公用工程二級建造師及其以上資格，并具有有效的安全生產(chǎn)考核證書，且不得在其他項目擔任項目負責人；
7、 本項目僅面向中、小、微型等各類供應商采購；
8、 本項目不允許轉(zhuǎn)包。
(c)Specific qualification requirements for this program:3. It must be a legal person or unincorporated organization established in accordance with the law within the territory of China (this project does not accept branches participating in the procurement activities in their own names). 4. It is required to possess a Grade 3 or above general contracting qualification for municipal public works construction. 5. Possess a valid work safety license; 6. The project manager must hold a second-level or higher qualification as a constructor in municipal public works, possess a valid safety production assessment certificate, and must not concurrently serve as the project leader for any other project. 7. This project is only open for procurement from various types of suppliers, including medium, small and micro ones. 8. Subcontracting is not allowed for this project
