(2) Support prison enterprises and welfare units for the disabled, and treat them as small and micro enterprises; (3) Policy for giving priority to the procurement of energy-saving and environmental protection products: Under the same conditions of technical and service indicators, products listed in the energy-saving and environmental protection product categories announced in the Ministry of Finance's Document No. ** and Document No. ** of the Ministry of Finance's Document No. ** of **** shall be given priority for procurement. (c)本項(xiàng)目的特定資格要求：3、 單位負(fù)責(zé)人為同一人或者存在直接控股、管理關(guān)系的不同供應(yīng)商，不得參加同一合同項(xiàng)下的政府采購(gòu)活動(dòng)；為采購(gòu)項(xiàng)目提供整體設(shè)計(jì)、規(guī)范編制或者項(xiàng)目管理、監(jiān)理、檢測(cè)等服務(wù)的供應(yīng)商，不得再參加該采購(gòu)項(xiàng)目的其他采購(gòu)活動(dòng)；
4、 本項(xiàng)目非專門面向中小企業(yè)、微型企業(yè)采購(gòu)；
5、 本項(xiàng)目不允許轉(zhuǎn)包。

(c)Specific qualification requirements for this program:3. Different suppliers whose legal representatives are the same person or who have direct controlling or management relationships shall not participate in the government procurement activities under the same contract. Suppliers that provide overall design, specification compilation or project management, supervision, inspection and other services for a procurement project shall not participate in other procurement activities of the same project. 4. This project is not specifically targeted at small and medium-sized enterprises or micro enterprises for procurement. 5. Subcontracting is not allowed for this project.
