(b)落實(shí)政府采購(gòu)政策需滿足的資格要求：（1）項(xiàng)目執(zhí)行《政府采購(gòu)促進(jìn)中小企業(yè)發(fā)展管理辦法》的通知（財(cái)庫(kù)〔****〕**號(hào)）及《關(guān)于進(jìn)一步加大政府采購(gòu)支持中小企業(yè)力度》的通知（財(cái)庫(kù)〔****〕**號(hào)）；（2）落實(shí)預(yù)留份額措施，提高中小企業(yè)在政府采購(gòu)中的份額，扶持中小企業(yè)政策：本項(xiàng)目不專門(mén)面向中小企業(yè)；（3）扶持監(jiān)獄企業(yè)、殘疾人福利性單位，并將其視同小微型企業(yè)；（4）優(yōu)先采購(gòu)節(jié)能環(huán)保產(chǎn)品政策：在技術(shù)、服務(wù)等指標(biāo)同等條件下，對(duì)財(cái)政部財(cái)庫(kù)〔****〕**號(hào)和財(cái)政部財(cái)庫(kù)〔****〕**號(hào)文公布的節(jié)能環(huán)保產(chǎn)品品目清單中的產(chǎn)品實(shí)行優(yōu)先采購(gòu)；對(duì)節(jié)能產(chǎn)品品目清單中以“★”標(biāo)注的產(chǎn)品，實(shí)行強(qiáng)制采購(gòu)。供應(yīng)商須提供具有國(guó)家確定的認(rèn)證機(jī)構(gòu)出具的、處于有效期之內(nèi)的認(rèn)證證書(shū)方能享受優(yōu)先采購(gòu)或強(qiáng)制采購(gòu)政策；（5）購(gòu)買(mǎi)國(guó)貨政策：本項(xiàng)目不接受進(jìn)口產(chǎn)品；（6）按照《中小企業(yè)劃分標(biāo)準(zhǔn)規(guī)定》（工信部聯(lián)企業(yè)[****]**0號(hào)），本項(xiàng)目中小企業(yè)所屬的行業(yè)為建筑業(yè)。

(b)Qualification requirements to be met to implement government procurement policies:
(1) Notice on the Implementation of the Measures for the Promotion of the Development of Small and Medium-sized Enterprises by Government Procurement (ai Ku [****] No. **) and the Notice on Further Strengthening the Support for Small and Medium-sized Enterprises by Government Prourement (Cai Ku [****] No. **);(2) This project is not specifically aimed at SMEs;(3) Support prison enterprises and welfare institutions for the disabled, and treat them as small and micro enterprises;(4) Policy of preferentially purchasing energy-saving and environmental-friendly products:(5) Domestic goods purchase policy: This project does not accept imported products; (6) According to the "Regulations on the Classification Standards for Small and-sized Enterprises" (MIit Lian Qiye [****] No. **0), the industry to which the small and medium- enterprises in this project belong is the construction industry.

(c)本項(xiàng)目的特定資格要求：1、須系我國(guó)境內(nèi)依法設(shè)立的法人或非法人組織（本項(xiàng)目不接受分公司以自己名義參加采購(gòu)活動(dòng)）；
2、供應(yīng)商應(yīng)同時(shí)具備以下施工資質(zhì)：1）中華人民共和國(guó)住房和城鄉(xiāng)建設(shè)部頒發(fā)的電力工程施工總承包三級(jí)及以上資質(zhì)或輸變電工程專業(yè)承包三級(jí)及以上資質(zhì)； 2)具備國(guó)家能源局頒布的承裝(修、試)電力設(shè)施許可證五級(jí)及以上資質(zhì)。
3、企業(yè)具有有效的安全生產(chǎn)許可證；
4、擬派項(xiàng)目負(fù)責(zé)人具有機(jī)電工程專業(yè)二級(jí)及其以上注冊(cè)建造師執(zhí)業(yè)資格，具備有效的安全生產(chǎn)考核合格證書(shū)，且未擔(dān)任其他在建的建設(shè)工程項(xiàng)目的項(xiàng)目負(fù)責(zé)人（（以響應(yīng)文件中提供的加蓋單位公章的《項(xiàng)目負(fù)責(zé)人基本情況表》為準(zhǔn)（通過(guò)上海市住房和城鄉(xiāng)建設(shè)管理委員會(huì)網(wǎng)站zjw.sh.gov.cn 查詢、打印，首次響應(yīng)文件提交截止時(shí)間前7 天內(nèi)打印有效））。
5、處于被政府管理部門(mén)禁止參加投標(biāo)期間的單位不得參與競(jìng)爭(zhēng)；
6、本項(xiàng)目不允許轉(zhuǎn)包。

(c)Specific qualification requirements for this program:1、Must be a legal person or an unincorporated organization established in accordance with the law within the territory of China;2、The supplier shall have the following construction qualifications at the same time: 1) The third-class qualification of general contracting of power engineering construction or the-class qualification of professional contracting of transmission and transformation project construction issued by the Ministry of Housing and Urban-Rural Development of the People's Republic of China;2) Possess a qualification of level 5 or above of the license for installation (repair, test) of power facilities issued by the National Energy Administration。3、The enterprise has a valid work safety permit;
4、The proposed project manager has a qualification of level two or above in mechanical and electrical engineering, has passed the safety production assessment, and is not serving as project manager of other projects.6、This project does not allow subcontracting.
