ProjectOverview:Regularlyinspectandmaintainsubseapipelines,SPM(SinglePointMooring)Systemsandotherequipmentaswellasotherauxiliaryfacilities,andtimelyeliminatepotentialsafetyhazards.Completedailydiving-relatedrecords,suchasdivinglogs,maintenanceandrepairlogsfordivingequipment,andrecordsofsparepartsandconsumables,toensurethecompletenessandvalidityofthelogsandrecords.Provideon-sitedivingservicesattheBeninMaritimeTerminal,supplydivingequipmentandspareparts,conductscheduledinspectionandmaintenanceondivingequipment,promptlyrepairorreplacenon-functionaldivingequipment,andensuredivingequipmentremainsinstandbyconditionatalltimes.
Performandassistinonshorecommunicationandcoordinationwork.
招標范圍：為本項目提供潛水人員4人（1個潛水監(jiān)督，3個潛水員），潛水設備1套，定期對貝寧海事終端海底管道、SPM系統(tǒng)等設備及其他附屬設施進行檢查和維護，及時消除安全隱患。完成潛水、船舶碼頭日志的日常記錄，潛水設備維護維修日志備品消耗品記錄等。按時檢修維護潛水設備，及時維修、替換無法使用的潛水設備，確保潛水設備時刻處于可用狀態(tài)，按工作需求開展貝寧海事終端現(xiàn)場的潛水服務。

3、投標人資格要求
3.QualificationRequirementsforBidders
3.1本次招標不接受聯(lián)合體投標。
3.1Thistenderdoesnotacceptconsortiumbids.
3.2本次招標要求投標人須具備相關的海洋工程水下作業(yè)的資質認證，如具備中國潛水打撈協(xié)會頒發(fā)的潛水作業(yè)二級及以上證書、ADCI會員證書或貝寧政府認可的相關證書。在人員、設備、資金等方面具有相應的能力，提供服務于該項目的潛水監(jiān)督、潛水員應具有至少一項類似業(yè)績，并提供相應證明文件。（注：本招標文件中所稱類似業(yè)績指以下業(yè)績：(1)CALM式單點系泊系統(tǒng)或FPSO系統(tǒng)的水下設備檢查、維護配合作業(yè)相關業(yè)績，至少包括水下索具、基盤、浮筒、水下軟管及臍帶纜、漂浮軟管和系船纜的檢查、維護或拆裝等工作；(2)碼頭水下設施的維護服務以及港區(qū)協(xié)助潛水業(yè)績；(3)系泊作業(yè)前后的檢查，以及油輪裝油作業(yè)期間的輔助支持工作相關業(yè)績。（4）拖輪(****HP及以上)或其它大型船舶船體水下檢驗相關業(yè)績。
3.2Biddersmustpossessrelevantmarineengineeringunderwateroperationqualificationsandcertifications,suchas：ADivingOperationClass2orhighercertificateissuedbytheChinaDivingandSalvageAssociation(CDSA)、AnAssociationofDivingContractorsInternational(ADCI)membershipcertificate、OtherrelevantcertificatesrecognizedbytheBeningovernment.Biddersmustdemonstratecorrespondingcapabilitiesinpersonnel,equipment,andfinancialresources.Thedivingsupervisoranddiversprovidedforservicingthisprojectmusthaveatleastonesimilarperformance.Correspondingsupportingdocumentsshallbeprovided.(Note:Similarperformancesreferredtointhistenderdocumentmeanthefollowing:(1)Performancerelatedtotheinspection,maintenance,andsupportingoperationsofunderwaterequipmentforCALM-typeSinglePointMooring(SPM)systemsorFPSOsystems,whichshallincludeatleasttheinspection,maintenance,orinstallation/removalofunderwaterslings,baseplates,buoys,underwaterhoses&umbilicals,floatinghoses,andmooringhawsers.(2)Performanceinmaintenanceservicesforsubseafacilitiesofwharves/piers.(3)Performancerelatedtopre-andpost-mooringinspectionsandauxiliarysupportworkduringtankerloadingoperations.(4)Performancerecordsrelatedtotheunderwaterhullsurveyoftugboats(5,**0HPandabove)orotherlargevessels.
3.3潛水監(jiān)督的資格要求：投標人擬派的潛水監(jiān)督須確保在項目期間具備有效的潛水監(jiān)督相關證書(CDSA、ADCI或貝寧政府認可)，具有同類型項目潛水作業(yè)管理經(jīng)驗；在本項目任職期間未同時在其他項目任職。
其他主要人員要求：應具備潛水員相關證書(CDSA、ADCI或貝寧政府認可)，且在項目期間有效；在本項目任職期間未同時在其他項目任職；
投標人需提交所有參與項目實施人員的簡歷，符合招標人要求的人員，未經(jīng)招標人書面許可不得更換。
3.3QualificationsforDivingSupervisor:TheDivingSupervisorproposedbythebidder?shall?holdavalidDivingSupervisorCertificate(recognizedbyCDSA,ADCI,ortheGovernmentofBenin)fortheentireprojectduration.Thesupervisormustpossessprovenmanagementexperienceinsimilardivingoperations.Duringthetenureforthisproject,theDivingSupervisor?shallnotholdconcurrentpositions?inanyotherprojects.
RequirementsforOtherPersonnel:Allotherdivingpersonnel?shall?holdvalidDiverQualificationCertificates(recognizedbyCDSA,ADCI,ortheGovernmentofBenin)fortheprojectduration.Duringtheirtenureonthisproject,they?shallnotholdconcurrentpositions?inanyotherprojects.
Thebidder?shallsubmit?detailedresumesforallpersonnelproposedfortheproject.AnypersonnelapprovedbytheTenderee(Client/Owner)?shallnotbereplaced?withouttheTenderee's?priorwrittenconsent?.
3.4投標人應按照設計規(guī)格書中的要求實施全部工作，投標文件中必須確定潛水監(jiān)督，一旦中標，潛水監(jiān)督不得更換，且保證合同期內(nèi)每天在施工現(xiàn)場，如發(fā)現(xiàn)更換潛水監(jiān)督或潛水監(jiān)督不在施工現(xiàn)場，招標人有權終止合同，并要求中標人賠償由此造成的損失。投標人應遵守安全生產(chǎn)的有關規(guī)定，嚴格按安全標準組織作業(yè)，采取必要的安全防護措施，消除事故隱患。
3.4TheBiddershallexecuteallworkinstrictaccordancewiththerequirementsspecifiedintheDesignSpecifications.TheBiddermustdesignateaDivingSupervisorinthetenderdocuments.Onceawardedthecontract,theDivingSupervisorshallnotbereplaced.Furthermore,theSupervisormustbepresentattheconstructionsitedailythroughoutthecontractperiod.IftheDivingSupervisorisreplacedorfoundnottobepresenton-site,theTendereeshallhavetherighttoterminatethecontractandclaimcompensationfromthesuccessfulbidderforanylossesincurredasaresult.
3.5財務要求：財務狀況良好。投標人應提供近3年（****-****）經(jīng)審計的財務報告，能夠按要求提交投標保證金。投標人的成立時間晚于投標人上述規(guī)定年份的，應提供成立以來的財務報告，（****年財務報告的未完成的，可提供****年-****年財務報告。)
3.5FinancialRequirements:Thebiddershallhaveasoundfinancialstatus.Itshallprovideauditedfinancialreportsforthepast3years(****-****)andbeabletosubmitthebidsecurityasrequired.Ifthebidderwasestablishedlaterthantheabove-specifiedyears,itshallprovidefinancialreportssinceitsestablishment.Ifthe****financialreporthasnotbeencompleted,thefinancialreportsfor****-****maybeprovidedinstead.
3.6信譽要求：在國家企業(yè)信用信息公示系統(tǒng)（http://www.gsxt.gov.cn)、信用中國網(wǎng)站（www.creditchina.gov.cn）無異常或不良記錄。最近三年內(nèi)（****-****年）未發(fā)生重大事故，無經(jīng)濟糾紛。投標人未被中國石油天然氣集團有限公司暫停投標資格或取消投標人資格。

3.7其它要求：近3年內(nèi)投標人未曾因安全生產(chǎn)或質量原因受到國家相關部門或以往業(yè)主的處罰。投標人未被中國石油天然氣集團有限公司/中國石油管道局工程有限公司列入黑名單、暫停投標資格或取消投標人資格。國家規(guī)定必須具備的其它資格條件。投標人應按照設計規(guī)格書中的要求實施全部工作，投標文件中必須確定現(xiàn)場負責人或授權代理人，一旦中標，現(xiàn)場負責人不得更換，且保證合同期內(nèi)每天在施工現(xiàn)場，如發(fā)現(xiàn)更換現(xiàn)場負責人或現(xiàn)場負責人不在施工現(xiàn)場，招標人有權終止合同，并要求中標人賠償由此造成的損失。投標人在作業(yè)前要對其在現(xiàn)場的工作人員進行安全技術教育，并對他們的安全負責；投標人應遵守安全生產(chǎn)的有關規(guī)定，嚴格按安全標準組織作業(yè)，采取必要的安全防護措施，消除事故隱患。
3.7OtherRequirements:Thebiddershallnothavebeenpenalizedbyrelevantnationalauthoritiesorpreviousownersduetoworksafetyorqualityissuesinthepast3years.Thebiddershallnothavebeenincludedintheblacklist,suspendedfrombiddingqualification,ordisqualifiedasabidderbyChinaNationalPetroleumCorporation(CNPC)/ChinaPetroleumPipelineEngineeringCorporation(CPPE).Thebiddershallmeetotherqualificationrequirementsmandatedbythestate.Thebiddershallimplementallworkinaccordancewiththerequirementsspecifiedinthedesignspecification.Anon-siteperson-in-chargeorauthorizedagentmustbeidentifiedinthebiddocuments.Onceawardedthebid,theon-siteperson-in-chargeshallnotbereplacedandshallbepresentattheconstructionsiteeverydayduringthecontractperiod.Iftheon-siteperson-in-chargeisreplacedorabsentfromtheconstructionsite,thetenderershallhavetherighttoterminatethecontractandrequirethesuccessfulbiddertocompensateforthelossescausedthereby.Beforecommencingwork,thebiddershallprovidesafetytechnicaleducationtoitson-sitestaffandassumeresponsibilityfortheirsafety.Itshallcomplywithrelevantworksafetyregulations,organizeworkinstrictaccordancewithsafetystandards,takenecessarysafetyprotectionmeasures,andeliminatepotentialaccidents.
