簡要規(guī)則描述：為發(fā)展壯大消防救援隊伍，延伸消防宣傳末端觸角，鞏固防火巡查前沿陣地，強化初起火災處置成效，減少人員傷亡和財產(chǎn)損失，康橋鎮(zhèn)設置專職消防站，實行全天候管理。為保障康橋鎮(zhèn)專職消防站正常運行，本項目擬采購康橋鎮(zhèn)專職消防站日常運行服務。（具體內容及要求詳見第三部分—采購需求）。
Brief Specification Description:To develop and strengthen the fire and rescue team, extend the reach of fire safety education, consolidate the frontline of fire prevention patrols, enhance the effectiveness of initial fire response, and reduce casualties and property losses, Kangqiao Town has established a dedicated fire station with **/7 management. To ensure the normal operation of the Kangqiao Town dedicated fire station, this project intends to procure its daily operation services. (For details and requirements, please refer to Part Three—Procurement Requirements).
合同履約期限：自合同簽訂之日起一年。

(a)滿足《中華人民共和國政府采購法》第二十二條規(guī)定；
(a)Meet the provisions of Article ** of the "Government Procurement Law of the People's Republic of China";
(b)落實政府采購政策需滿足的資格要求：（1）落實預留份額措施，提高中小企業(yè)在政府采購中的份額，扶持中小企業(yè)政策：本項目專門面向中小企業(yè)采購，評審時，小微企業(yè)產(chǎn)品均不執(zhí)行價格折扣優(yōu)惠；（2）扶持殘疾人福利性單位，并將其視同小微型企業(yè)。
(b)Qualification requirements to be met to implement government procurement policies:(1) Implement the reserved quota measures to increase the share of small and medium-sized enterprises in government procurement and support policies for small and medium-sized enterprises: This project is specifically for procurement by small and medium-sized enterprises. During the review, the products of micro and small enterprises will not be subject to price discounts. (2) Support welfare units for the disabled and treat them as micro and small enterprises.
(c)本項目的特定資格要求：1) 符合《中華人民共和國政府采購法》第二十二條的規(guī)定；
2) 未被“信用中國”（www.creditchina.gov.cn）、中國政府采購網(wǎng)（www.ccgp.gov.cn）列入失信被執(zhí)行人、重大稅收違法案件當事人名單、政府采購嚴重違法失信行為記錄名單；
3) 單位負責人為同一人或者存在直接控股、管理關系的不同供應商，不得參加同一合同項下的政府采購活動。
4) 本項目不允許轉包。
(c)Specific qualification requirements for this program:1) The supplier must comply with Article ** of the Government Procurement Law of the People's Republic of China; 2) The supplier must not be listed as a dishonest executor, a party involved in a major tax violation case, or a party with a record of serious violations of government procurement laws on "Credit China" (www.creditchina.gov.cn) or the China Government Procurement Network (www.ccgp.gov.cn); 3) Suppliers whose responsible persons are the same person or who have direct holding or management relationships are not allowed to participate in the same government procurement activity under the same contract; 4) Subcontracting is not allowed for this project.
