(c)本項目的特定資格要求：①未被列入“信用中國”網(wǎng)站(www.creditchina.gov.cn)失信被執(zhí)行人名單、重大稅收違法案件當事人名單和中國政府采購網(wǎng)(www.ccgp.gov.cn)政府采購嚴重違法失信行為記錄名單的供應(yīng)商，被列入上述名單的供應(yīng)商不得參與政府采購?fù)稑嘶顒樱?
②須系我國境內(nèi)依法設(shè)立的法人或非法人組織；
③具備建筑工程施工總承包叁級及以上資質(zhì)；
④項目經(jīng)理須具備建筑工程專業(yè)二級及以上注冊建造師執(zhí)業(yè)資格；
⑤根據(jù)財庫[****]**號文要求，本項目專門面向中小企業(yè)，投標人需提供《中小企業(yè)聲明函》；
⑥本項目不接受聯(lián)合體投標。

(c)Specific qualification requirements for this program:The supplier must not be listed on the “Credit China” website (www.creditchina.gov.cn) as a dishonest judgment debtor, a party to a major tax-violation case, or on the China Government Procurement Network (www.ccgp.gov.cn) as having serious illegal or dishonest government-procurement conduct; suppliers included in any of the above lists are barred from participating in government-procurement bidding.
Must be a legal person or unincorporated organization lawfully established within the territory of China.
Must hold construction-general-contracting qualification of Grade III or above in building engineering.
The project manager must be a registered construction engineer (building-engineering specialty) at Grade II or above.
In accordance with Cai Ku [****] No. **, this project is exclusively reserved for small and medium-sized enterprises (SMEs); bidders must submit the “SME Declaration Form”.
Joint bids will not be accepted.
