(b)Qualification requirements to be met to implement government procurement policies:(1) This project is not specifically procured for small and medium-sized enterprises (SMEs); however, during the evaluation process, price discount preferences shall be implemented for products or services provided by SMEs.(2) Support shall be given to welfare units for persons with disabilities, and such units shall be treated as micro and small enterprises.

(c)Specific qualification requirements for this program:3.1 Consortium bids shall not be accepted for this project;3.2 Subcontracting shall not be permitted for this project.
