(b)Qualification requirements to be met to implement government procurement policies:This project complies with relevant government procurement policies and regulations, including those supporting small and micro enterprises, mandatory government procurement of energy-saving products, encouragement of environmentally friendly products, promotion of employment for people with disabilities, support for prisons and drug rehabilitation enterprises, service to underdeveloped and ethnic minority areas, and restrictions on the procurement of imported products.

(c)本項目的特定資格要求：1）符合《中華人民共和國政府采購法》第二十二條的規(guī)定；
2）具備建設(shè)部的市政公用工程施工總承包二級或其以上資質(zhì)（投標報名時，在有效期內(nèi)的三級資質(zhì)證書通過“全國建筑市場監(jiān)管公共服務(wù)平臺”查詢，其注冊建造師數(shù)量、專業(yè)滿足相應(yīng)資質(zhì)最低標準要求的，可以視同為相同專業(yè)二級資質(zhì)證書使用），且具備有效的安全生產(chǎn)許可證；
3）擬派項目負責(zé)人具有市政公用工程專業(yè)二級及其以上注冊建造師執(zhí)業(yè)資格，具備有效的安全生產(chǎn)考核合格證書，且未擔(dān)任其他在建的建設(shè)工程項目的項目負責(zé)人；
4）供應(yīng)商未被列入“信用中國”網(wǎng)站(www.creditchina.gov.cn)失信被執(zhí)行人名單、重大稅收違法失信主體和“中國政府采購網(wǎng)”(www.ccgp.gov.cn)政府采購嚴重違法失信行為記錄名單；
5）本項目（□是/■否）專門面向中小企業(yè)采購：

(c)Specific qualification requirements for this program:1) Complies with Article ** of the "Government Procurement Law of the People's Republic of China"; 2) Possesses a Class II or higher qualification for general contracting of municipal public works construction from the Ministry of Construction (at the time of bid registration, a valid Class III qualification certificate can be verified through the "National Construction Market Supervision Public Service Platform," and if the number and specialties of its registered construction engineers meet the minimum standards for the corresponding qualification, it can be regarded as a Class II qualification certificate in the same specialty), and possesses a valid safety production license; 3) The proposed project manager possesses a Class II or higher registered construction engineer qualification in municipal public works, possesses a valid safety production assessment certificate, and is not serving as the project manager for any other ongoing construction projects; 4) The supplier is not list
