Different bidders whose unit leaders are the same person or have direct holding or management relationships are not allowed to participate in government procurement activities under the same contract. 6. Suppliers that have asset ties or personnel appointment relationships with the purchaser are not allowed to participate in this government procurement project. 7. Must be a legal person or other organization with the corresponding business scope and the independent ability to bear civil liability. 8. Consortium bids are not accepted for this project; not allowed. 9. This project is specifically aimed at small and medium-sized enterprises.
