(c)本項(xiàng)目的特定資格要求：（1）具有獨(dú)立承擔(dān)民事責(zé)任的能力及相應(yīng)的履約能力；
（2）本項(xiàng)目非專(zhuān)門(mén)面向中小企業(yè)采購(gòu)；
（3）單位負(fù)責(zé)人為同一人或者存在直接控股、管理關(guān)系的不同投標(biāo)人，不得參加同一合同項(xiàng)下的政府采購(gòu)活動(dòng)；為采購(gòu)項(xiàng)目提供整體設(shè)計(jì)、規(guī)范編制或者項(xiàng)目管理、監(jiān)理、檢測(cè)等服務(wù)的投標(biāo)人，不得再參加該采購(gòu)項(xiàng)目的其他采購(gòu)活動(dòng)；
（4）法人依法設(shè)立的分支機(jī)構(gòu)以自己的名義參與投標(biāo)時(shí)，應(yīng)提供依法登記的相關(guān)證明材料和由法人出具的授權(quán)其分支機(jī)構(gòu)在其經(jīng)營(yíng)范圍內(nèi)參加政府采購(gòu)活動(dòng)并承擔(dān)全部民事責(zé)任的書(shū)面授權(quán)。法人與其分支機(jī)構(gòu)不得同時(shí)參與同一項(xiàng)目的采購(gòu)活動(dòng)；
