中電商務(wù)（北京）有限公司（以下簡稱“招標(biāo)代理”）受中國郵政航空有限責(zé)任公司（以下簡稱“招標(biāo)人”）委托，就“中國郵政航空有限責(zé)任公司****年至****年盧森堡空勤機組酒店服務(wù)項目(招標(biāo)編號：CECOM-****-BD**-****) ”項下的服務(wù)進行公開招標(biāo)?，F(xiàn)邀請合格的投標(biāo)人前來投標(biāo)。

China Electronics Commerce (Beijing) Co., Ltd(hereinafter referred to as the “Tendering agent”) was commissioned byChina Postal Airlines Co.,Ltd. (hereinafter referred to as the “Tenderer”) to conduct a public tender for the services under the item “China Postal Airlines Co.,Ltd. ****-****Luxembourg Air Crew Hotel Services (2nd)” (Bidding No. CECOM-****-BD**-****). Qualified bidders are invited to submit bids.

一、項目名稱：中國郵政航空有限責(zé)任公司****年至****年盧森堡空勤機組酒店服務(wù)項目

Project name：China Postal Airlines Co.,Ltd. ****-****Luxembourg Air Crew Hotel Services (2nd).

二、招標(biāo)編號Bidding number：CECOM-****-BD**-****

三、招標(biāo)內(nèi)容Purchase content：

注：1.本項目采用框架（無固定總金額）采購模式。投標(biāo)人必須對全部內(nèi)容進行報價，如有缺漏或超過最高限價（單價）的報價，將導(dǎo)致投標(biāo)無效。本次采購金額和數(shù)量為預(yù)估數(shù)據(jù)，采購人有權(quán)按實際需要調(diào)整，并按實際數(shù)量進行結(jié)算。合同期內(nèi)的采購數(shù)量可能會有所增減，固定單價不再進行相應(yīng)調(diào)整。

Note:This project adopts the framework (no fixed/guaranteed amount) procurement mode. The supplier must quote for all contents. If there is any omission or quotation exceeding the ceiling price (unit price), the quotation will be invalid. The amount and quantity of this purchase are estimated data, and the purchaser has the right to adjust them according to the actual needs and settle them according to the actual quantity. The purchase quantity may increase or decrease during the contract period, and the fixed unit price will not be adjusted accordingly.

4.合同自雙方簽字之日起生效，服務(wù)期1年。

Contract duration:Thecontract takes effect from the date of signing by both parties, with a service periodof one year.

四、投標(biāo)人資格條件Qualifications for bidders：

（一）投標(biāo)人必須是當(dāng)?shù)刈缘墓?，具備?dāng)?shù)卣姓J合法有效的資質(zhì)文件；（適用于包1和包2）;

Biddersshall be registered in local government and with valid license; (applicable to packages 1 and 2);

（二）被中國郵政集團有限公司或中國郵政速遞物流股份有限公司或中國郵政航空有限責(zé)任公司列入黑名單且在有效期內(nèi)的投標(biāo)人，均無資格參加本項目的采購活動；（適用于包1和包2）;

Bidders that have been blacklisted by China Post Group Co.,Ltd.China Postal Express & Logistics Co.,Ltdand China Postal Airlines Co.,Ltdand are within the validity period are ineligible to participate in the procurement activities of this project; (applicable to Packages 1 and 2);

（三）與郵政無投資關(guān)系且存在以下情況的，不得參加采購活動：郵政領(lǐng)導(dǎo)人員及其親屬和其他特定關(guān)系人、郵政員工持股（限非上市公司），以個人身份（組織委派的除外）擔(dān)任法人、董事長、總經(jīng)理、監(jiān)事的企業(yè)，以及郵政所屬工會或員工集體出資成立的企業(yè)；（適用于包1和包2）;

Bidders who are included in the blacklist by China Post Group Co., Ltd. or China Post Express Logistics Co., Ltd. or China Airlines Co., Ltd. and still within the validity period shall not be qualified to participate in the procurement activities of this project.; (applicable to packages 1 and 2);

（四）投標(biāo)人必須按照本項目招標(biāo)公告的要求獲取本項目招標(biāo)文件，否則無資格參加本項目。（適用于包1和包2）;

Bidders must obtain the bidding documents for this project in accordance with the requirements of the tender notice for this project, otherwise they are not eligible to participate in the project. (Applicable to packages 1 and 2);

（五）投標(biāo)人距離盧森堡機場Luxembourg-Findel International Airport候機樓車程時間在**分鐘（含）以內(nèi)；（僅適用于包1）;

The distance between thebidderandLuxembourg-Findel International Airportmust be within ** minutes (inclusive) by driving; (applicable to package 1 only);

（六）投標(biāo)人須配備餐廳，能提供早、午、晚餐堂食服務(wù)；（僅適用于包1）;

The biddershall be equipped with a restaurant, which can provide breakfast, lunch and dinner services; (applicable to package 1 only);

（七）投標(biāo)人須提供盧森堡機場Luxembourg-Findel International Airport候機樓至酒店之間的往返交通服務(wù)。（僅適用于包2）

The biddershall be responsible for the transportation service back and forth the terminal building of Luxembourg-Findel International Airport and hotel.(applicable to package 2 only)

注：投標(biāo)人須按投標(biāo)人資格條件逐條提供相應(yīng)證明材料。

Note: Bidders are required to provide appropriate supporting documents according to theQualifications for bidders, article by article.

五、投標(biāo)人報名Bidders Registration：

（一）報名時間：****年**月**日至****年**月1日,每天北京時間9:**-**:**，**:**-**:**（國家法定節(jié)假日除外），向采購人發(fā)送報名資料，逾期送達的報名資料恕不接受。
