(b)落實政府采購政策需滿足的資格要求：（1）落實預留份額措施，提高小微企業(yè)在政府采購中的份額，扶持小微企業(yè)政策：本項目（是）專門面向中小企業(yè)采購，評審時小微企業(yè)產品均不執(zhí)行價格折扣優(yōu)惠。（2）扶持殘疾人福利性單位，并將其視同小微型企業(yè)；

(b)Qualification requirements to be met to implement government procurement policies:(1) Implement measures to reserve a certain share, increase the proportion of small and micro enterprises in government procurement, and support policies for small and micro enterprises: This project is specifically targeted at procurement for small and medium-sized enterprises. During the evaluation process, no price discounts or promotions will be applied to products from small and micro enterprises. (c)本項目的特定資格要求：（1）未被“信用中國”（www.creditchina.gov.cn）、中國政府采購網（www.ccgp.gov.cn）列入失信被執(zhí)行人、重大稅收違法案件當事人名單、政府采購嚴重違法失信行為記錄名單；
（2）符合《關于對接國際高標準經貿規(guī)則推進試點地區(qū)政府采購改革的指導意見》（滬財采〔****〕**號）第**條規(guī)定的供應商，不得參加本項目的采購活動。
（3）本項目不允許轉包。

2、根據上海市財政局規(guī)定，本項目招投標相關活動在上海市政府采購云平臺（網址：http://www.zfcg.sh.gov.cn）電子招投標系統(tǒng)進行。投標人應根據《上海市電子政府采購管理暫行辦法》等有關規(guī)定和要求執(zhí)行。投標人在政府采購云平臺的有關操作方法可以參照政府采購云平臺中的專欄有關內容和操作要求辦理。 投標人應在投標截止時間前盡早加密上傳投標文件，電話通知項目負責人進行簽收，并及時查看政府采購云平臺上的簽收情況，打印簽收回執(zhí)，以免因臨近投標截止時間上傳造成無法在開標前完成簽收的情形。未簽收的投標文件視為投標未完成。
