Brief specification description or basic overview of the project:In order to enhance the efficiency of the Lingang New City Police Station, in accordance with the unified deployment and requirements of the Nanhui New Town People's Government, it is proposed to purchase auxiliary force services to assist the Lingang New City Police Station in handling cases, coordinating arrests, guarding and escorting, and maintaining stability and handling emergencies.

(b)落實(shí)政府采購政策需滿足的資格要求：（1）落實(shí)預(yù)留份額措施，提高中小企業(yè)在政府采購中的份額，扶持中小企業(yè)政策：本項(xiàng)目非專門面向中小企業(yè)采購，評審時(shí)小微企業(yè)產(chǎn)品均執(zhí)行**%價(jià)格折扣優(yōu)惠。（2）扶持殘疾人福利性單位，并將其視同小微型企業(yè)；

(c)本項(xiàng)目的特定資格要求：（1）本項(xiàng)目面向大、中、小、微型企業(yè)，事業(yè)法人、其他組織或自然人采購；
（2）未被“信用中國”（www.creditchina.gov.cn）、中國政府采購網(wǎng)（www.ccgp.gov.cn）列入失信被執(zhí)行人、重大稅收違法案件當(dāng)事人名單、政府采購嚴(yán)重違法失信行為記錄名單；
（3）符合《關(guān)于對接國際高標(biāo)準(zhǔn)經(jīng)貿(mào)規(guī)則推進(jìn)試點(diǎn)地區(qū)政府采購改革的指導(dǎo)意見》（滬財(cái)采〔****〕**號）第**條規(guī)定的供應(yīng)商，不得參加本項(xiàng)目的采購活動；
（4）具備省市級公安部門核發(fā)的有效的《保安服務(wù)許可證》；
（5）項(xiàng)目不允許轉(zhuǎn)包。
(c)Specific qualification requirements for this program:(1) This project is aimed at large, medium, small, and micro enterprises, public institutions, other organizations, or natural persons for procurement; (2) Not included in the list of dishonest persons subject to enforcement, parties involved in major tax violations, and records of serious illegal and dishonest behavior in government procurement by "Credit China" (www.creditchina. gov.cn) and China Government Procurement Network (www.ccgp. gov.cn); (3) Suppliers who comply with Article ** of the Guiding Opinions on Promoting Government Procurement Reform in Pilot Areas in Connection with International High Standard Economic and Trade Rules (Hu Cai Cai Cai [****] No. **) are not allowed to participate in the procurement activities of this project; (4) Having a valid Security Service License issued by the provincial and municipal public security departments; (5) Subcontracting is not allowed for the project.
