簡要規(guī)格描述或項目基本概況介紹、用途：按照南匯新城鎮(zhèn)人民政府的統(tǒng)一部署和要求，配合頂科社區(qū)在轄區(qū)范圍內(nèi)開展城市綜合管理相關(guān)工作，包括但不限于巡查、固守、發(fā)現(xiàn)、記錄、上報、處置、協(xié)助職能部門執(zhí)法及其他相關(guān)應(yīng)急工作，完成頂科社區(qū)布置的各類專項工作任務(wù)，確保頂科社區(qū)轄區(qū)范圍內(nèi)干凈、整潔、有序、安全。
Brief specification description or basic overview of the project:According to the unified deployment and requirements of the People's Government of Nanhui New Town, we will cooperate with Dingke Community to carry out urban comprehensive management related work within our jurisdiction, including but not limited to inspection, guarding, discovery, recording, reporting, disposal, assisting functional departments in law enforcement and other related emergency work, completing various special work tasks assigned by Dingke Community, and ensuring that the Dingke Community's jurisdiction is clean, tidy, orderly, and safe.

(b)落實政府采購政策需滿足的資格要求：（1）落實預(yù)留份額措施，提高中小企業(yè)在政府采購中的份額，扶持中小企業(yè)政策：本項目非專門面向中小企業(yè)采購，評審時小微企業(yè)產(chǎn)品均執(zhí)行**%價格折扣優(yōu)惠。（2）扶持殘疾人福利性單位，并將其視同小微型企業(yè)；
(b)Qualification requirements to be met to implement government procurement policies:(1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is not specifically aimed at purchasing from small and medium-sized enterprises, and during the evaluation, small and micro enterprise products will be subject to a **% price discount. (2) Support welfare units for people with disabilities and treat them as small and micro enterprises;
(c)本項目的特定資格要求：（1）本項目面向大、中、小、微型企業(yè)，事業(yè)法人、其他組織或自然人采購；
（2）符合《關(guān)于對接國際高標(biāo)準(zhǔn)經(jīng)貿(mào)規(guī)則推進試點地區(qū)政府采購改革的指導(dǎo)意見》（滬財采〔****〕**號）第**條規(guī)定的供應(yīng)商，不得參加本項目的采購活動；
（3）具備省市級公安部門核發(fā)的有效的《保安服務(wù)許可證》；
（4）項目不允許轉(zhuǎn)包。
(c)Specific qualification requirements for this program:(1) This project is aimed at large, medium, small, and micro enterprises, public institutions, other organizations, or natural persons for procurement; (2) Suppliers who comply with Article ** of the Guiding Opinions on Promoting Government Procurement Reform in Pilot Areas in Connection with International High Standard Economic and Trade Rules (Hu Cai Cai Cai [****] No. **) are not allowed to participate in the procurement activities of this project; (3) Having a valid Security Service License issued by the provincial and municipal public security departments; (4) Subcontracting is not allowed for the project.
