簡要規(guī)則描述：為配合成日村鄉(xiāng)村振興示范村創(chuàng)建，完善成日村鄉(xiāng)村振興產(chǎn)業(yè)項(xiàng)目配套，擬對片區(qū)內(nèi)支路及夏蘭路實(shí)施提升改造，建設(shè)內(nèi)容包含人行道整新、新建支路及原有支路攤鋪瀝青和排水系統(tǒng)改造等。
Brief Specification Description:To support the creation of Chengri Village as a model village for rural revitalization and to improve the supporting infrastructure for the village's rural revitalization industry projects, it is planned to upgrade and renovate the branch roads and Xialan Road in the area. The construction will include renovating sidewalks, building new branch roads, repaving existing branch roads with asphalt, and upgrading the drainage system.

（2）具有市政公用工程施工總承包資質(zhì)三級及其以上資質(zhì)。
（3）安全生產(chǎn)許可證（有效期內(nèi)）。
（4）投標(biāo)人擬派項(xiàng)目經(jīng)理的市政公用工程專業(yè)二級（含以上級）注冊建造師執(zhí)業(yè)資格，具備有效的安全生產(chǎn)考核合格證書，且未擔(dān)任其他在建的建設(shè)工程項(xiàng)目的項(xiàng)目經(jīng)理。
（5）單位負(fù)責(zé)人為同一人或者存在直接控股、管理關(guān)系的不同供應(yīng)商，不得參加同一合同項(xiàng)下的政府采購活動；為本項(xiàng)目提供整體設(shè)計(jì)、規(guī)范編制或者項(xiàng)目管理、監(jiān)理、檢測等服務(wù)的供應(yīng)商，不得參加本項(xiàng)目的采購活動。
（6）沒有因發(fā)生生產(chǎn)安全事故被浦東新區(qū)建設(shè)行政管理部門暫停承接業(yè)務(wù)且在限制期內(nèi)的。
（7）本項(xiàng)目專門面向中小企業(yè)采購。
(c)Specific qualification requirements for this program:(1) Must be a legally registered independent legal entity, a natural person, or other organization capable of independently assuming civil liability. (2) Must hold a Grade III or above general contracting qualification for municipal public works construction. (3) Must have a valid Work Safety License. (4) The project manager proposed by the bidder must have a municipal public works specialty Level II (or above) registered constructor qualification, possess a valid safety production assessment certificate, and must not be serving as the project manager for any other ongoing construction projects. (5) Suppliers whose legal representatives are the same person or have direct holding or management relationships with each other are not allowed to participate in government procurement activities under the same contract; suppliers providing overall design, standard preparation, project management, supervision, testing, and other services for this project are not allowed to participate in the p
