簡(jiǎn)要規(guī)格描述或項(xiàng)目基本概況介紹、用途：采購(gòu)內(nèi)容為外高橋免費(fèi)公交1、2、4、5、6號(hào)線運(yùn)營(yíng)，具體要求詳見(jiàn)招標(biāo)文件。此項(xiàng)目為一招三年項(xiàng)目，首年最高限價(jià) ****.** 萬(wàn)元，本次招標(biāo)的投標(biāo)人投標(biāo)文件報(bào)價(jià)不得超過(guò)首年最高限價(jià)，投標(biāo)報(bào)價(jià)高于首年最高限價(jià)的報(bào)價(jià)文件不予接受，按無(wú)效標(biāo)處理。本項(xiàng)目資金由浦東新區(qū)財(cái)政預(yù)算安排，具體以實(shí)際預(yù)算下達(dá)額度為準(zhǔn)；若下一年度項(xiàng)目預(yù)算下達(dá)金額超出原中標(biāo)價(jià)應(yīng)簽訂補(bǔ)充協(xié)議后予以結(jié)算，所有補(bǔ)充協(xié)議的采購(gòu)金額不得超過(guò)原中標(biāo)價(jià)的**%；若下一年度項(xiàng)目預(yù)算下達(dá)金額超出原中標(biāo)價(jià)的**%，合同不再續(xù)簽，按政府采購(gòu)管理要求另行組織采購(gòu)。
Brief specification description or basic overview of the project:The procurement involves the operation of free bus routes 1, 2, 4, 5, and 6 in Waigaoqiao, with specific requirements detailed in the tender documents. This is a three-year project awarded in one contract, with a maximum cap of **.**** million yuan for the first year. Bidders' tender offers must not exceed this cap; any submissions surpassing the limit will be rejected as invalid bids. Project funding is allocated from the financial budget of Pudong New Area, subject to the actual approved budget amount. If the next year's project budget exceeds the original winning bid price, a supplementary agreement must be signed for settlement, with all supplementary agreements' procurement amounts not exceeding **% of the original bid. If the next year's budget exceeds the original bid by more than **%, the contract will not be renewed, and procurement will be reorganized in accordance with government procurement management requirements.

(c)Specific qualification requirements for this program:(1) Possess public transportation operation qualifications and hold the Shanghai Public Bus and Trolleybus Passenger Transport Route Operation License issued by the Shanghai Municipal Transport Commission;
(2) This project is exclusively targeted at small and medium-sized enterprises;
(3) Joint bids are not accepted for this project.
