簡要規(guī)格描述或項目基本概況介紹、用途：根據(jù)浦廢管[****]9號文件《浦東新區(qū)生活垃圾中設(shè)施運營監(jiān)管考核辦法》《上海市市容環(huán)境衛(wèi)生管理條例》、《上海市城市生活垃圾收運處置管理辦法》、《上海市生活垃圾管理條例》等文件。進一步規(guī)范新片區(qū)生活垃圾中轉(zhuǎn)設(shè)施日常運行管理，提升新片區(qū)生活垃圾中轉(zhuǎn)場所運營水平，切實提高設(shè)施運營，監(jiān)管質(zhì)量，嚴控設(shè)施對周邊環(huán)境的影響，每日對中轉(zhuǎn)垃圾日產(chǎn)日清，實現(xiàn)生活垃圾中轉(zhuǎn)設(shè)施安全，穩(wěn)定，達標運營的目標。平均日處置量為**0噸。
Brief specification description or basic overview of the project:In accordance with Document No. 9 [****] of the Pudong Waste Management Office, including the "Measures for the Supervision and Assessment of Facility Operation in Pudong New Area's Domestic Waste," the "Shanghai Municipal Regulations on Urban Appearance and Environmental Sanitation," the "Shanghai Municipal Regulations on the Collection, Transportation, and Disposal of Urban Domestic Waste," and the "Shanghai Municipal Regulations on Domestic Waste," further standardization of daily operations for waste transfer facilities in the new area is implemented. This aims to enhance the operational standards of waste transfer sites, improve facility operation and supervision quality, strictly control environmental impacts, ensure daily clearance of waste, and achieve safe, stable, and compliant operation of domestic waste transfer facilities. The average daily disposal capacity is **0 tons.

(c)本項目的特定資格要求：（1）本項目專門面向中小企業(yè)采購；
（2）單位負責人為同一人或者存在直接控股、管理關(guān)系的不同投標人，不得參加同一合同項下的政府采購活動；為采購項目提供整體設(shè)計、規(guī)范編制或者項目管理、監(jiān)理、檢測等服務(wù)的投標人，不得再參加該采購項目的其他采購活動；
（3）法人依法設(shè)立的分支機構(gòu)以自己的名義參與投標時，應(yīng)提供依法登記的相關(guān)證明材料和由法人出具的授權(quán)其分支機構(gòu)在其經(jīng)營范圍內(nèi)參加政府采購活動并承擔全部民事責任的書面授權(quán)。法人與其分支機構(gòu)不得同時參與同一項目的采購活動；
