簡要規(guī)則描述：本項(xiàng)目含三個(gè)位于浦東臨港沿海區(qū)域造林5-9年的沿海防護(hù)林和農(nóng)田防護(hù)林地塊，通過進(jìn)行林地?fù)嵊?，改善林分結(jié)構(gòu)，提高林地生產(chǎn)力和林木生長量，促進(jìn)林木生長和林地更新，改善林分生態(tài)效益。
Brief Specification Description:This project covers three plots of coastal shelterbelts and farmland shelterbelts, which are 5–9 years old and located in the coastal area of Lingang, Pudong. Through forest tending measures, it aims to optimize the stand structure, enhance forestland productivity and tree growth increment, promote tree growth and forestland regeneration, and improve the ecological benefits of the forest stands.

(b)Qualification requirements to be met to implement government procurement policies:(1) Implement measures for reserved procurement shares, increase the proportion of small and medium-sized enterprises (SMEs) in government procurement, and support the development of SMEs: This project is exclusively open to procurement from SMEs. During the evaluation, no price discount preference shall be applied to products provided by SMEs.
(2) Support prison enterprises and welfare-oriented units for the disabled, and treat them as micro and small enterprises on a par;
(3) Policy of prioritizing procurement of energy-saving and environmental-friendly products: Under the same conditions of technical and service indicators, priority shall be given to the procurement of products included in the catalogues of energy-saving and environmental-friendly products issued in the Ministry of Finance Document No. [****] ** and Ministry of Finance Document No. [****] **. (c)本項(xiàng)目的特定資格要求：（1） 未被“信用中國”（www.creditchina.gov.cn）、中國政府采購網(wǎng)（www.ccgp.gov.cn）列入失信被執(zhí)行人、重大稅收違法失信主體、政府采購嚴(yán)重違法失信行為記錄名單；
（2）施工現(xiàn)場項(xiàng)目管理機(jī)構(gòu)擬派人員要求：最低應(yīng)為5人(含)以上，且需包含園林項(xiàng)目負(fù)責(zé)人（園林專業(yè)中級(jí)及其以上職稱）1人、安全員1人、質(zhì)量員1人、材料員1人、中級(jí)園林綠化工（班組負(fù)責(zé)人）1人。
（3）項(xiàng)目負(fù)責(zé)人須具有園林綠化工程從業(yè)人員項(xiàng)目負(fù)責(zé)人電子卡，具有園林專業(yè)中級(jí)及其以上職稱，且無在建項(xiàng)目記錄。
（4）符合《關(guān)于對(duì)接國際高標(biāo)準(zhǔn)經(jīng)貿(mào)規(guī)則推進(jìn)試點(diǎn)地區(qū)政府采購改革的指導(dǎo)意見》（滬財(cái)采〔****〕**號(hào)）第**條規(guī)定的供應(yīng)商，不得參加本項(xiàng)目的采購活動(dòng)。
（5）本項(xiàng)目僅面向中小企業(yè)（含中型、小型、微型企業(yè)）采購。
(c)Specific qualification requirements for this program:(1) Not being included in the lists of persons subject to enforcement for breach of trust, major dishonest entities in taxation, and records of serious illegal and dishonest acts in government procurement on the Credit China website (www.creditchina.gov.cn) and the China Government Procurement Network (www.ccgp.gov.cn);(2) Requirements for the proposed personnel of the on-site project management team: The team shall consist of at least 5 members (inclusive), including 1 landscape project manager (with intermediate or higher professional title in landscape architecture), 1 safety officer, 1 quality control officer, 1 materials officer, and 1 intermediate landscape gardener (team leader).(3) The project manager must hold an electronic certificate for project managers engaged in landscape architecture engineering, possess an intermediate or higher professional title in landscape architecture, and have no record of ongoing projects.(4) Suppliers that fall under the provisions of Article **
