(b)落實(shí)政府采購(gòu)政策需滿足的資格要求：本次采購(gòu)若符合政府強(qiáng)制采購(gòu)節(jié)能產(chǎn)品、鼓勵(lì)環(huán)保產(chǎn)品、扶持福利企業(yè)、促進(jìn)殘疾人就業(yè)、促進(jìn)中小企業(yè)發(fā)展、支持監(jiān)獄和戒毒企業(yè)等政策，將落實(shí)相關(guān)政策。

2）投標(biāo)文件遞交截止時(shí)間前三年內(nèi)，未被國(guó)家財(cái)政部指定的“信用中國(guó)”網(wǎng)站（www.creditchina.gov.cn）、“中國(guó)政府采購(gòu)網(wǎng)”（www.ccgp.gov.cn）列入失信被執(zhí)行人、重大稅收違法案件當(dāng)事人名單或政府采購(gòu)嚴(yán)重違法失信名單；
3）投標(biāo)人須具有人力資源和社會(huì)保障部門頒發(fā)的《勞務(wù)派遣經(jīng)營(yíng)許可證》；
4）本項(xiàng)目專門面向小、微企業(yè)采購(gòu)，小微企業(yè)應(yīng)按照要求提交《中小企業(yè)聲明函》。

(c)Specific qualification requirements for this program:1) The person in charge of the bidding unit, or different units with direct controlling or management relationships, shall not participate in bidding for the same section or bidding for the same bidding project without dividing the section; 2) Within the three years prior to the deadline for submission of bidding documents, if not included in the list of dishonest persons subject to enforcement, parties involved in major tax violations, or serious dishonest persons in government procurement designated by the Ministry of Finance's "Credit China" website (www.creditchina. gov.cn) or "China Government Procurement Network" (www.ccgp. gov.cn); 3) Bidders must possess a Labor Dispatch Business License issued by the Human Resources and Social Security Department; 4) This project is specifically aimed at small and micro enterprises for procurement, and small and micro enterprises should submit the "Small and Medium Enterprise Declaration Letter" as required.
