簡要規(guī)則描述：為深入學(xué)習(xí)運用“千萬工程”經(jīng)驗，貫徹落實浦東新區(qū)“百村示范、百村精品、百村美麗”三大行動，推進浦東新區(qū)全域鄉(xiāng)村振興，實現(xiàn)全域和美鄉(xiāng)村，現(xiàn)計劃委托專業(yè)的第三方機構(gòu)開展龍樹村村莊設(shè)計及鄉(xiāng)村振興示范村建設(shè)方案編制，主要服務(wù)內(nèi)容為：村莊設(shè)計、鄉(xiāng)村振興示范村建設(shè)方案編制、效果圖制作、動畫制作以及專題研究。（具體詳見第三章采購需求書）
Brief Specification Description:To thoroughly study and apply the experience of the "Ten-Thousand Village Renovation Program", implement the three initiatives of "**0 Model Villages, **0 Boutique Villages and **0 Beautiful Villages" in Pudong New Area, promote the all-round rural revitalization of Pudong New Area and build a region-wide beautiful and harmonious countryside, it is now planned to entrust a professional third-party institution to carry out the compilation of Longshu Village Design and Rural Revitalization Demonstration Village Construction Plan. The main service contents include: village design, compilation of rural revitalization demonstration village construction plan, rendering production, animation production and special research. (For details, please refer to the Procurement Requirements in Chapter III)
合同履約期限：本項目服務(wù)期為簽訂合同之日起至項目結(jié)束。
The Contract Period:The service period of this project shall be from the date of contract signing to the completion of the project.

(a)Meet the provisions of Article ** of the "Government Procurement Law of the People's Republic of China";
(b)落實政府采購政策需滿足的資格要求：（1）本項目非專門面向中小企業(yè)采購，評審時中小企業(yè)產(chǎn)品或服務(wù)執(zhí)行價格折扣優(yōu)惠。
（2）扶持殘疾人福利性單位，并將其視同小微型企業(yè)。
(b)Qualification requirements to be met to implement government procurement policies:(1) This project is not specially procured for small and medium-sized enterprises (SMEs). For the products or services provided by SMEs, price discount preferences shall be implemented during the evaluation stage.(2) Welfare-oriented units for the disabled shall be supported, and they shall be regarded as micro and small enterprises for the purpose of this procurement.
(c)本項目的特定資格要求：3.1供應(yīng)商資質(zhì)要求：供應(yīng)商須具備城鄉(xiāng)規(guī)劃行政主管部門頒發(fā)的《城鄉(xiāng)規(guī)劃編制資質(zhì)證書》乙級及其以上資質(zhì)；
3.2本項目不接受組成聯(lián)合體響應(yīng)；
3.3本項目不允許轉(zhuǎn)包。
(c)Specific qualification requirements for this program:3.1 Supplier Qualification Requirements：The supplier shall possess a Class B or higher-grade Urban and Rural Planning Compilation Qualification Certificate issued by the competent administrative department of urban and rural planning.
3.2 Consortium responses are not accepted for this project.
3.3 Contract Subcontracting of this project is not permitted.
