(c)本項(xiàng)目的特定資格要求：（1）須系我國(guó)境內(nèi)依法設(shè)立的法人或非法人組織（本項(xiàng)目不接受分公司以自己名義參加采購(gòu)活動(dòng)）；（2）具備人力資源和社會(huì)保障部門頒發(fā)的，在有效期內(nèi)的《勞務(wù)派遣經(jīng)營(yíng)許可證》；（3）單位負(fù)責(zé)人為同一人或者存在直接控股、管理關(guān)系的不同供應(yīng)商，不得參加同一合同項(xiàng)下的政府采購(gòu)活動(dòng)；為采購(gòu)項(xiàng)目提供整體設(shè)計(jì)、規(guī)范編制或者項(xiàng)目管理、監(jiān)理、檢測(cè)等服務(wù)的供應(yīng)商，不得再參加該采購(gòu)項(xiàng)目的其他采購(gòu)活動(dòng)；（4）本項(xiàng)目不允許轉(zhuǎn)包。
