2、響應人應在投標截止時間前盡早加密上傳響應文件，電話通知采購人進行簽收，并及時查看采購人在電子采購平臺上的簽收情況，打印簽收回執(zhí)，以免因臨近投標截止時間上傳造成采購人無法完成簽收的情形。未簽收的響應文件視為投標未完成。
