簡要規(guī)則描述：（1）探明地塊范圍內(nèi)的各類地下管線，包括埋設(shè)于地下的給水、排水（雨、污、合流）、燃氣、電力、通訊、熱力、工業(yè)管道等市政和公用管線及鐵路、民航、軍用等其它專用管線，應(yīng)查明地下管線的類型、平面位置、埋深及管頂(底)標高的變化、管徑或根數(shù)、材質(zhì)等。（2）對地塊范圍內(nèi)的架空管線（如電力、通訊等）的電壓、根數(shù)進行調(diào)查、記錄，并對懸高進行測量。（3）如現(xiàn)場發(fā)現(xiàn)疑似地下障礙物（如建筑物基礎(chǔ)、地下構(gòu)筑物、超大/超深管線等），需及時告知業(yè)主單位。（4）編制形成管線探測成果報告，包含管線成果圖、管線點成果表、管線數(shù)量統(tǒng)計表等。

3、具有工程勘察資質(zhì)證書（含巖土工程物探測試檢測監(jiān)測專業(yè)資質(zhì)和工程測量專業(yè)資質(zhì)）；
4、未被“信用中國”（www.creditchina.gov.cn）、中國政府采購網(wǎng)（www.ccgp.gov.cn）列入失信被執(zhí)行人、重大稅收違法案件當(dāng)事人名單、政府采購嚴重違法失信行為記錄名單
5、須系我國境內(nèi)依法設(shè)立的法人或非法人組織（本項目不接受分公司以自己名義參加采購活動）；
6、符合《關(guān)于對接國際高標準經(jīng)貿(mào)規(guī)則推進試點地區(qū)政府采購改革的指導(dǎo)意見》（滬財采〔****〕**號）第**條規(guī)定的投標人，不得參加本項目的采購活動；
7、本次采購不接受聯(lián)合體響應(yīng)，不允許合同轉(zhuǎn)讓與分包。
